- General:The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideassec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Solicitation documents will be available in Microsoft Word, HTML, and/or Adobe PDF. Specifications will be available in Adobe PDF format; drawings will be available in PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. NAICS Code: 236220, Size Standard $33.5 MillionTITILE OF PROJECT: Preservation/Rehabilitation of the Bodie Island LighthouseDESCRIPTION: The work of this contract consists of the preservation and rehabilitation of the Bodie Island Lighthouse and Oil House, listed in the National Register of Historic Places. This includes repairing/replacing the exterior and interior cast iron and other metal features of the Lighthouse, including the interior spiral stairs, making the windows and doors of the Lighthouse and Oil House operable, repairing the marble flooring of the Lighthouse and Oil House, abating the lead-based paint on the interior masonry and interior and exterior cast iron features of the Lighthouse, painting the interior and exterior masonry, wood and cast iron features of the Lighthouse, installing handrails in the base of the Lighthouse, at the exterior of the Oil House and repairing/replacing the exterior handrails of the Watch Gallery of the Lighthouse, repairing the interior and exterior masonry walls of the Lighthouse, repairing the ceiling of the Oil House, repairing the exterior wood bracket of the Oil House, installing a fire protection system in the Oil House and a fire alarm system in the Lighthouse, including all associated site work and electrical/mechanical work to support these systems, and upgrading the electrical wiring and restoring existing light fixtures in the Lighthouse and Oil House.OPTIONS MAY INCLUDE: Repairing exterior and interior masonry, including painting and repointing; repairing/restoring haunch and brackets, windows, dors, frames, transoms, trim, and hardware; installing handrails; replacing broken marble tiles; replacing portions of wall board and ceiling and stair treads and balusters.All work will be performed under a single contract. TYPE OF ACQUISITION: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability, past performance, and price to determine the best value (trade-off process) to the government.CONSTRUCTION PRICE RANGE for this project is estimated to be in the range of $1,000,000 to $5,000,000. Time for completion will be approximately 190 calendar days. It is anticipated that the notice to proceed will be issued in August 2009, with an expected completion date of February 2010. Proposal receipt date is approximate; the actual date will be established at the time solicitation documents are available. Offers will be considered from all responsible and responsive small business HUBZone offerors.PRE-PROPOSAL CONFERENCE/SITE VISIT is TENTATIVELY scheduled for 9:00 AM Eastern Time on April 29, 2009.
