- The U.S. Army Corps of Engineers, Transatlantic Programs Center, in Winchester, Virginia is soliciting names of firms interested in submitting an offer for a Design/Build Drainage and Utility Infrastructure at Kandahar Air Field in Kandahar province, Afghanistan. Project Scope: The resultant construction contract will design and construct approximately 4,500m of drainage culverts, 3,000m of open trenching and berms, repair drainage creek, and perform any necessary demining in an area approximately 47,000m2. Paving of walks, installation of curb and gutters, and other site improvement are also a part of this project. In addition, the resultant construction contract will design and construct wells, a water treatment facility, and approximately 10,000m of water distribution system. It will also install approximately 10,000m of sewage collection system, approximately 10,000m of underground electric lines and underground communications lines, and duct banks. The supporting facilities that are a part of this scope include incidental paving, walks and curb and gutter, information systems, antiterrorism measures, and other site improvements. The facilities shall be designed and constructed in accordance with current U.S. Design Standards, safety, security, ecological standards, applicable to the local standards. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is three hundred sixty (360) days. Plans and Specifications: The plans and specifications will be posted with the solicitation on a file transfer protocol (ftp) public site for download. The solicitation will not be made accessible to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis, single award. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0046 is 27 Apr 2009. Tentative date for receipt of proposals is 8 June 2009. A pre-proposal conference/site visit is tentatively scheduled for 2 May 2009. Tentative date to award the contract is 29 June 2009.
