- United States Transportation Command (USTRANSCOM) Notice of Intent to Award on a Sole Source Basis THIS IS A NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS ANNOUNCEMENT, A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT CURRENTLY EXIST. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO ACCESS THE MARKET’S CAPABILITY AND TO GAIN KNOWLEDGE OF POTENTIAL VENDORS. 1.) USTRANSCOM Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 2.) In 2007, USTRANSCOM selected the Intelligent Road/Rail Information System (IRRIS) as its defense enterprise Geographic Information System (GIS). IRRIS is designed to view, track, and monitor Department of Defense (DoD) assets by merging static data (such as infrastructure data on roads, bridges, and tunnels) with near-real-time data (such as traffic reports, weather conditions, construction updates, and logistics tracking) into one application available on the world wide web. IRRIS is designed as a high-end geospatial framework, utilized to develop new applications quickly and to integrate with different user's enterprise geospatial database. SDDC/TEA-SA and USTRANSCOM J3/CIP plan to improve the mapping data available in Classified IRRIS (CIRRIS) by adding new data rich infrastructure layers. At this time, the Government knows only one source that is capable of meeting the Governments requirements, as follows: a.) The government requires a geospatial appliance that will provide access to worldwide coverage of National Geospatial-Intelligence Agency (NGA) geospatial products and have ESRI ArcGIS Server 9.3 pre-installed (See Item Technical Specifications below). The requiring agencies for this appliance are USTRANSCOM J3/CIP and SDDC/TEA-SA at a minimum. Additional audiences are any Department of Defense (DoD) or Intelligence Community groups that support Mission Planning, Operations Planning, Intelligence Analysis, GeoINT Analysis, Map Production or other groups that consume NGA standard data products. The geospatial appliance shall be a rack mounted device. The geospatial appliance shall currently be accredited to operate on JWICS, SIPRNet, and NIPRNet networks. All software shall be the most recent release currently available. b.) The geospatial appliance shall provide data Administration tools, Content Management tools (for Automatic Updating and Replication); and Application Services, to include but not limited to Web Map Service (WMS), Keyhole Markup Language (KML), Simple Object Access Protocol (SOAP), Mapping, Gazetteer Place Finding, and Analysis Services. The vendor shall provide a 1 year subscription service for data and software updates, Help Desk support, and a hardware warranty. The vendor shall provide a total of four (4) automatic updates of NGA data and all installed software, to be performed on a quarterly basis. c.) In addition to the above requirements, the geospatial appliance shall meet, at a minimum, the following Item Technical Specifications: •Common rack form factor, including shipping transit case for protection •10TB disk •MS Windows Server 2003 (64b) •SQL Server Database •Serve a minimum of 300 users •Automatic replication of NGA Data Updates •Complete ESRI Data and Maps set •Multiple methods of accessing the data •File Sharing (for legacy applications needing data in NGA format) •Geodatabase (for CJMTK Mission Applications and uses of ESRI ArcGIS products) •ArcGIS Server •3D and Spatial Analyst Extensions •ArcGIS Desktop •ArcGIS Explorer •Content Management Tools •Comprehensive On-line User Guide •Diagnostics Tools •GeoNames (includes USGS Geographic Names content) •Preconfigured Map and Globe Services •Prebuilt Map Documents and Layer files •Partition to store User data •SIPRnet and NIPRnet accreditation through DISA 3.) The Government intends to acquire a commercial item using FAR Part 12. Interested vendors capable of providing the appliance as specified, shall submit a written response to the identified point of contact. Responses will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Be advised that this notice does not constitute an obligation upon the Government to pursue any follow-on contract action, in part or whole, with potential vendors.
