Pre-Solicitation HSCG33-09-Q-ZM998 Classification: Painting Contractors NAICS code: 238320 Set Aside: Total Small Business: $14.0 ADVERTISED (SYNOPSIS) DESCRIPTION **THIS PRESOLICITATION “HSCG33-09-Q-ZM998” identifies that the United States Coast Guard has identified a requirement for a contractor to provide all labor, materials, transportation and equipment required to perform interior painting services located at United States Coast Guard Housing Facility located in Astoria, Oregon. The Coast Guard intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), firm fixed price construction contract to provide services to the housing facility in Astoria, Or. The performance period will consist of one (1), 12-month Basic Period with a possible four (4), 12-month Option periods. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue written task orders to the contractor. Award of task orders will be on a firm fixed priced basis. The North American Industry Classification System (NAICS) code is 238320, and the annual size standard is $14.0 million. The only work authorized under this contract is work ordered by the Government through issuance of a task order. The government makes no representation as to the number of task orders or actual amount of work to be ordered; however, during the term of the contract, a minimum of two (2) housing units is guaranteed to be awarded from each awardee, under the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. Source selection procedures will be used, and award may be made to the offeror whose proposal is the most advantages and offers the best value to the government, price and other factors considered. The U.S. Coast Guard requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.govn in conjunction with required registration in the CCR database. All responsible sources may submit a quote which shall be considered by the agency.
