Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to District of Columbia, Department of Mental Health, 51 N Street, N.E., 6th Floor, Washington, DC 20002. The anticipated date of award is April 28, 2009. The DC Primary Care Association (DCPCA) recently addressed this issue in “Slipping Through the Cracks: Closing the Gaps in the District’s Mental Health System,” a report which highlighted the fact that while patients requiring mental health care for primary psychiatric conditions may receive care through publicly funded mental health services, that patients seen primarily in primary care clinics, often with undetected mental health disorders, cannot access appropriate care for these conditions. Importantly, while the District does fund primary health care for uninsured patients through the DC Alliance program, funding for mental health services is limited and largely focuses on those individuals who have a more significant psychiatric disturbance. As a result, most patients in the District of Columbia have not had access to practices that have implemented the integrated approach now the standard of care recommended by the Institute of Medicine and other federal experts; the goal of the proposed project is to develop the plans necessary to close this gap in the availability of essential mental health services in the District. The specific objective of this project is to develop a sustainable, district-wide partnership between DMH and the District’s safety-net primary care clinics to provide needed mental health services to low-income residents and to help our mental health providers link up with primary health care settings. All materials produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). Any publication of research findings derived from work related to this contract shall prominently identify the financial support and partnership of CMHS and of SAMHSA in its development. SAMHSA or CMHS may utilize, print, or disseminate all such materials without further charge. No articles or publications which rely substantially on materials produced under this project shall be published by either party without prior consultation and approval. The District of Columbia Department of Mental Health is uniquely positioned to take the lead on integrating primary health care and mental health care. As the mental health authority for the District of Columbia the Department of Mental Health (DMH) has begun a process with the DCPCA and experts from Georgetown University Department of Psychiatry to integrate mental health and primary health. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
