- The Agency for Healthcare Research and Quality (AHRQ), Center for Delivery, Organization and Markets, through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Pam Owen Ph.D., 21 Granada Way, St. Louis, MO. 63124. The anticipated date of award is April 24, 2009. The Agency for Healthcare Research and Quality (AHRQ) is the lead Federal Agency that conducts health services research, which spans cost, quality, access, and outcomes of care studies. AHRQ provides data resources and evidence focusing on the quality of care in the hospital outpatient setting through the Healthcare Cost and Utilization Project (HCUP). Recently States have begun to provide data on Emergency Department (ED) encounters to HCUP and have also provided the E-codes which allow the cause of accidents to be determined. This makes HCUP, particularly the newly developed Nationwide Emergency Department Sample (NEDS), the ideal resource for studying injurious falls nationally with a focus on resource use, efficiency, and costs. The purpose of this contract is to obtain expert knowledge in using AHRQ’s HCUP data to analyze injurious falls among elderly living in the community. This project will collect information on the extent, nature, and cost of the injurious falls. It will identify patterns of ED and hospital use in the treatment of injurious falls, and generate estimates of hospital costs, cause and severity of injury, hospital readmissions, and the use of ambulatory surgery. Subsequently, this project will examine the impact of State accident prevention programs. The contractor is unique based on her expertise and facility in using and disseminating hospital and emergency department outpatient data. As a result of her institutional knowledge gained in performing similar work. The contractors’ existing mastery of outpatient data and analytic data skills provide expedited manner in completing the project. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
