- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-32. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested quoters may submit a quote. Background: NIST requires two laser wavelength meters for the Atomic Physics Laboratory: one meter will measure near-infrared wavelengths (500-1700 nanometers), the other meter will measure infrared wavelengths (1000-5000 nanometers). The meters will be used to characterize the wavelengths from a tunable, continuous wave (CW) optical parametric oscillator (OPO). Light from the OPO will be launched into resonant semiconductor microcavities to probe for second-order optical nonlinearities. The wavelength meters will allow precise measurement of the resonances. The meters need to measure the wavelengths to an absolute accuracy of 0.75 parts per million or better, with repeatability 0.1 parts per million or better. The meters should allow free-space coupling and have a HeNe laser to aid in alignment. Both meters shall be manufactured by the same company. All interested Contractor’s shall provide a quote for the following line items: LINE ITEM 0001: Laser Wavelength Meter, meeting or exceeding all of the following required minimum specifications: A. Shall be a complete unit that measures near-IR wavelengths from 500 to 1700 nanometers; B. Shall measure wavelength of continuous-wave (CW), near-infrared (near-IR) and IR laser radiation; C. The absolute accuracy of the wavelength measurement shall be ±0.75 parts per million or better (0.00075 nanometer accuracy at 1000 nanometer wavelength); D. The repeatability of the measurement shall be ±0.1 parts per million or better; E. The meter shall output a HeNe laser for use as a tracer beam to aid alignment; F. The meter shall utilize free-space coupling (2mm diameter aperture or larger) for the near-IR and IR beams; G. The minimum input power shall be 300µW or lower in the near-IR wavelength range, and 1mW or lower in the IR; H. Shall be able to interface with a computer. LINE ITEM 0002: Laser Wavelength Meter, meeting or exceeding all of the following required minimum specifications: A. Shall be a complete unit that measures IR wavelengths from 1000-5000 nanometers; B. Shall measure wavelength of continuous-wave (CW), near-infrared (near-IR) and IR laser radiation; C. The absolute accuracy of the wavelength measurement shall be ±0.75 parts per million or better (±0.00075 nanometer accuracy at 1000 nanometer wavelength); D. The repeatability of the measurement shall be ±0.1 parts per million or better; E. The meter shall output a HeNe laser for use as a tracer beam to aid alignment; F. The meter shall utilize free-space coupling (2mm diameter aperture or larger) for the near-IR and IR beams; G. The minimum input power shall be 300µW or lower in the near-IR wavelength range, and 1mW or lower in the IR; H. Shall be able to interface with a computer. The Contractor shall state the warranty coverage provided for the equipment. Please provide a description of the warranty provided for this equipment. Please include the following details: 1. Length of warranty. 2. What is included? (Parts, labor) 3. Is the warranty on-site or return to vendor? If on-site - is travel included? If return to vendor - is shipping to and from NIST included? Please submit all questions in writing to: andrew.perry@nist.gov Delivery shall be FOB Destination. Delivery shall be completed no later than 90 days after receipt of order. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Evaluation Criteria for Selection of Quote: Award shall be made to the Contractor whose quote offers the best value to the Government. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor “Meeting or Exceeding the Requirement,” 2) Past Performance, 3) Relevant Experience, and 4) Price. Technical capability, past performance, and relevant experience, when combined, shall be more importance than price. If technical capability, past performance, and relevant experience are equivalent, price shall be the determining factor. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the specifications identified herein. Past Performance: Past Performance will be evaluated to determine the overall quality of the products and services, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information from other sources, including NIST. Offerors shall provide a list of at least three (3) references to which the same or similar products have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date of delivery or the date services were completed. Relevant Experience: Relevant Experience will be evaluated to determine the degree of vendors’ experience in successfully providing comparable systems for the types of applications described herein. Evaluation of relevant experience may be based on contacts used for relevant performance; however, the vendor should provide additional references relating to its relevant experience information, if necessary. Past Performance, Relevant Experience, and Price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability Evaluation factor. Quotes shall include the manufacturer, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications, and CLEARLY DOCUMENTS that the offered products meet or exceed the specifications stated above. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.
