Description
This is a combined PRE-SOLICITATION AND SOURCES SOUGHT SYNOPSIS. A DRAFT copy of the Request for Proposal (RFP) will be posted as an attachment to this notice via www.fbo.gov on or around 13 April 2009. SOURCES SOUGHT: The Sources Sought Synopsis is in support of a market survey. Interested sources are requested to provide a concise Capability Statement limited to ten pages addressing experience relevant to the below described functions (within the Pre-Solicitation Notice). Include specific work experience with Simplified Acquisition Base Engineering Requirements (SABER) or Job Ordering Contracts (JOC). The capability statement should also address your firm’s bonding capacity. Capability Statements from other than certified 8(a) firms will not be considered. The Government seeks Capability Statements from all interested 8(a) firms located within the North Florida District and Region IV. Capability Statements from other 8(a) firms not be reviewed. Based upon the responses received from the Sources Sought Notice, the Government will determine the appropriate geographical limitation, if any, for the resultant solicitation. Information regarding the geographical boundaries of either the North Florida District or Region IV should be directed to the SBA. Questions and comments are excluded from the ten page Capability Statement. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. Firms are encouraged to comment on bonding capacities and provide suggestions that would favor excellent performance in this future acquisition. Responses submitted should be one copy, a maximum of ten pages in length, and must be received within 7 days from the date of publication. Capability Statements as well as RFP Questions/Comments may be submitted electronically (preferred method) or regular mail. Firms responding to this announcement should ensure they include company name, address, point of contact with e-mail address and telephone number, Federal CAGE Code, and Data Universal Numbering System (DUNS) number in the capability package. Responses and/or questions should be sent to: ATTN: Capt Brian Hurley, Contracting Officer, AAC/PKET 205 West D Avenue, Building 350, Suite 433 Eglin AFB FL 32542 Brian.hurley2@eglin.af.mil 850-882-3144 PRE-SOLICITATION: Eglin Air Force Base (AFB) contemplates a requirement for a Simplified Acquisition of Base Engineering Requirements (SABER) contract. This acquisition will utilize competitive 8(a) procedures. Based upon the responses received from the Sources Sought Notice, the Government will make an appropriate geographical determination for the resultant solicitation. Responses are only requested from interested 8(a) firms. Proposals from other than certified 8(a) firms will not be considered. Firms must have a bona fide office within the appropriate geographical area (yet TBD). Firms must be certified in the Small Business Administration (SBA) 8(a) program at the time of proposal receipt. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $33.5M. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures resulting in the best value to the Government. The Government reserves the right to award a contract to other than the lowest proposed price. Performance period is one year for the basic contract plus four one-year options. This will be an Indefinite-Delivery/Indefinite-Quantity contract will include a wide variety of individual construction tasks. Each delivery order will be a Firm-Fixed-Price based on application of the successful offeror’s coefficient to then-current R.S.Means Facilities Construction Composite Data. This project will include, but is not limited to, furnishing all plant, labor, equipment and materials and performing all work and all operations required to do a broad range of maintenance, repair, and minor construction work on real property at Eglin AFB and its associated sites in Florida. The contractor shall be required to maintain a management/project office on Eglin AFB, Florida to receive task orders and provide other management services related to accomplishing individual projects. Individual jobs will vary in size ranging from $2,000 to $750,000. The estimated number of task orders issued per year will range from approximately 60 to 90. The jobs will include tasks in a variety of trades, such as site work, excavation, demolition, concrete, masonry, structural framing, welding, carpentry, roofing, interior and exterior electrical, heating, ventilation, and air conditioning, steam fitting, plumbing, sheet metal, thermal protection, painting, fire suppression and alarm systems, security systems, paving and road repair. The above general description of work does not in any way limit responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials in accordance with the specifications. The performance period shall be negotiated on individual task orders. The guaranteed minimum amount for the basic contract period is $5,000 and the maximum contract amount is $50,000,000, including all options, if exercised. NOTE: All documents will be posted on the Federal Business Opportunities (www.fbo.gov) website upon issuance of the solicitation. Registration on www.fbo.gov is mandatory to receive notification of changes to the solicitation. Hard copies of the solicitation, statement of work, technical requirements document, and other related documents will not be provided. Response time after posting of the solicitation is planned for 30 days. The due date and further details of the requirement will be listed in the solicitation. Prospective contractors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) prior to award of a contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. An Ombudsman has been appointed to address the concerns of Offerors or potential Offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact indentified below.
