- GSA SFO#5MD0148 Offeror Questions and GSA Responses: 1. Do you know where the parcel is? I am assuming it is NOT part of the contemplated Baltimore State Center which is a long-proposed 7,000,000 sq. ft. mixed-use project which is going to contain 1,000,000 sq. ft. of government office space. Response: The specific site for the facility is not being disclosed at this time as it is not relevant to the Phase I SFO offer and evaluation process. The specific site will be identified in the Phase II SFO. 2. Since will be no pre-bid conference, but can you tell me please when GSA anticipates going to Phase II, and then when they estimate they'll be able to announce an award?Also, where is the site? Will SSA be vacating the headquarters facility in Woodlawn or is this a consolidation of all the other leases in the vicinity? Response: GSA anticipates issuing the Phase II SFO for the short-listed Offerors in July and Lease award in Dec 2009. See answer to question #1 regarding the site. See prospectus referenced in SFO para. 1.4D. for further information regarding project justification and background. 3. Will there be any site tours or pre-proposal meetings? Response: See answer to Question # 1 regarding site. In accordance with section 1.2 (B) of the SFO, there will be no pre-proposal conference for Phase I. 4. Would like to get a clarification on the number of references to make sure we do it correctly. I believe you are looking for 3 references for each firm (Team Member as defined). Our Architect has in-house engineering that will be doing the mechanical, electrical, structural (and thinking about blast). How many references should we do? 3 for the firm or 6 – 3 each for the Architect and the Engineering components? Response: We require (3) references per Team Member (firm). In the case where multiple key disciplines (Arch, M/E, Structural) are within one firm, we would require (3) references for each discipline, specifically evaluating the work of that department/discipline. 5. In paragraph 2.5.A.2 of the SSA Baltimore solicitation, the government states that offerors must have experience delivering a 200,000 SF building in the last seven years. I’m writing to ask if the government would amend that paragraph to either reduce the square footage by 7% or expand the time period to 8 years. I represent a developer with significant experience (in fact they developed the US Mint’s headquarters in downtown Washington). We can demonstrate experience delivering a 186,000 SF building in the last 7 years; or we can demonstrate delivering a 200,000 SF building in the last 8 years. We hope the government will amend the SFO. We would welcome the opportunity to compete for the SSA Baltimore project. Response: The Minimum Standard will not be revised. 6. Would like to know where the parcel of land is located, and the price of the assignable purchase option. Response: See answer to question #1 regarding the site.
