- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number 181532 is being issued as a Request for Quote (RFQ) with the intent to award one contract. The applicable North American Industry Classification (NAICS) code is 922121. The start is approximately 1 August 2009 through 15 October 2009. The period of performance is an estimate and will depend on the dates the event is held. The United States Secret Service (USSS) Administration Operations Division (AOD) has a requirement for temporary, exclusive use of a specifically defined property in New York City (NYC) for USSS law enforcement responsibilities for the period of approximately 1 August 2009 through 15 October 2009. The resulting contracts shall include the following clauses: 52.204-7 Central Contractor Registration (JUL 2006) 52.212-4 Contract Terms and Conditions 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.(MAR 2007) 52.232-33 Payment by Electronic Fund Transfer Central Contractor Registration. The vendor must be registered with CCR. Vendors may register electronically at http://www.ccr.gov/. 52.252-2 Clauses Incorporated by Reference (FEB 1998) The following DHS Provisions are applicable: 3052.209-70 Prohibition on Contracts with Corporate Expatriates 3052.204-90 Unauthorized Use of the U. S. Secret Service Name The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors--Commercial Items ***The offeror shall also provide the company name, DUNS, Taxpayer Identification Number, and Point of Contact name, POC email and POC telephone number. Statement of Work 1. PURPOSE: The U.S. Secret Service must secure a temporary facility for official vehicle parking to be used in support of the Secret Service's protective responsibilities in New York City during the period of August through October 2009. 2. TECHNICAL CAPABILITY REQUIREMENTS: The Secret Service is seeking temporary, exclusive use of a pier, warehouse, or motor vehicle parking facility that meet all of the following provisions: a.) Dates of Temporary Occupancy / Use: The desired period of occupancy shall be, approximately, August 1 through October 15, 2009. b.) Location: The desired location shall be in the vicinity of the Brooklyn Cruise Terminal, Brooklyn, New York; Red Hook, Brooklyn, New York; or mid-town or below 57th Street, Manhattan, New York City, New York, but can not exceed a 7 mile radius of the furthest locality listed. c.) Facility: The temporary, exclusive use pier, warehouse, or motor vehicle parking facility shall offer approximately 100,000 square feet of covered, or covered and open space for the temporary storage and dispatch of vehicles. The facility must offer the following: (1) The capability to be for the exclusive use of the USSS, fully secured, and with 24/7 controlled access for vehicles and personnel; (2) Hard surface floor with load bearing capability to accommodate approximately 150 to 200 full size vehicles; (3) A loading dock with operational overhead doors which is fully functional and able to off-load an 18 wheel semi-trailer; (4) Access to a telecommunication "de-mark" site that has the ability for temporary expansion of the telecommunications circuit service to the facility; (5) An onsite facility that can be used as office space or possess sufficient unoccupied space that is capable of accommodating one to five 10' x 10' and/or 10` x 20` mobile office trailers; (6) Overhead lighting and electrical service that may be temporarily expanded (15 to 20 temporary 20 amp circuits); (7) The capability to provide 110/208 volt 30/100 amp power to the mobile office trailers for equipment circuits and trailer mounted HVAC as required; (8) A roof free of leaks, a floor free of standing water accumulation, and an absence of vermin and rubbish; (9) Male and female rest rooms on-site or in close proximity; (10) Optional provisions for daily janitorial support and rest room clean-up. (11) The Government intends, and/or reserves, the right to conduct an on site evaluation of the property. The Government, at its discretion, may reject the property, for any reason, without discussions. INSTRUCTIONS TO OFFERORS USSS intends to establish a contract for property in the NYC area. All interested Offerors should respond to Susan Papa-Provost. susan.papa-provost@usss.dhs.gov The government shall have the right to inspect the property prior to award. Closing date for all offers is 4/20/09 @ 4:00 pm EST any offers received after this time will not be considered. 52.212-2 Evaluation-Commercial Items. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: EVALUATION-COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a Fixed Price Contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation as provided herein and represents the best value to the USSS with technical capability, past performance and price considered. The following factors, listed in order of significance, shall be used to evaluate offers: Technical, Past Performance and Price. For evaluation of past performance, the offeror must provide at least two references for contracts/purchase orders of similar items within the last two (2) years. Each reference must include customer's name and address, contact person, project name, date of performance, telephone number and contract value for each reference. Past Performance shall be evaluated as acceptable or unacceptable. Evaluation Criteria Award will be made on a best value basis. The following factors shall be used to evaluate offers listed in the order of importance: (1) Technical Capability (2) Past Performance (3) Price Offerors shall meet or exceed the technical capability criteria by satisfying all the requirements specified. The Government will evaluate offers for each individual property as a "pass" or "fail" based on whether or not the offeror possesses the ability to fulfill the requirements. Offerors, who in the USSS's opinion, lack the ability to meet the technical capability requirements, will not be considered for award. A USSS representative may, at their discretion, conduct an on site evaluation of the property. The Government may reject the property, for any reason, without discussions. This solicitation is a request for all capable vendors and will serve as the only solicitation. The Government is in no way obligated to do business with or to enter into in any form of contract with any person, firm or other entity that receives or responds to this inquiry.
