- Description
- The NASA Research Centers (Ames, Langley, Dryden, and Glenn) are discussing thepossibility of consolidating requirements for Safety, Environmental, and MissionAssurance Services (SEMAS). These NASA Centers have undergone transformations fromprincipally research Centers to research and product Centers, there are many similaritiesin terms of the nature of the work these Centers are expected to accomplish. Inaddition, these Centers have faced several years of constant and increasing budgetpressures. Therefore, we have had to focus on the efficient use of the resources we have. We believe that if developed properly, a consolidation could achieve improvements in anumber of areas:1) Further enhance existing, and foster future, inter-Center collaborations & projectsupport2) Opportunity to exchange best practices3) Cost avoidance and cost savings by pooling requirements4) Leveraging opportunities currently every Center performs all SEMAS functions. Is itnecessary for each Center to perform all functions, or could efficiencies be gained fromdividing functions amongst the Centers? As an example, if Center A is an expert in aparticular area of SEMAS could Center A manage that component for one of more of theother Centers? 5) Increase commonality in service definitions and delivery methods6) Enable common metrics7) Creation of surge capacity across Centers to respond to unknown/unknownsWhile Ames is currently in acquisition planning stage of its SEMAS requirement, it is nottoo late to consider the consolidated approach if feedback warrants it. Specifically, we seek Industry comments to help us identify benefits, efficiencies, andprocess improvements, and leveraging advantages that may come to bear if Research Centerrequirements were to be consolidated. Similarly, if there are risks or negative impactsassociated with adopting a consolidated contract for SEMAS, it is equally useful tosurface these now so they can be considered when making a decision on the finalacquisition approach. Accordingly, we seek comments on the two scenarios set forthbelow:Scenario 1: Consolidated contract, Single Award (Indefinite Delivery Indefinite Quantity(IDIQ) with Firm-Fixed-Price (FFP) Task Orders)1. Is a "Consolidated" single award contract a good idea? If so why, if not, why not?2. Assuming a single award is made, please describe your view of the mechanics of theapproach. In other words, how could this work?3. What are the benefits? Please explain your response.4. What is the downside/cost/impacts of the approach.Please explain your response.Scenario 2: Consolidated Contract, Multiple Award (Indefinite Delivery IndefiniteQuantity (IDIQ) with Firm-Fixed-Price (FFP) Task Orders)1. Is a "Consolidated" Multiple Award contract a good idea? If so why, if not, why not?2. Assuming a Multiple Award is made, please describe your view of the task orders bycenter, function, other?3. What are the benefits? Please explain your response.4. What is the downside/cost/impacts of the approach.Please explain your response.Please note that ARC has issued a separate RFI asking for industry feedback on thevalue/utility of a Multiple Award IDIQ FFP Task Order contract separately. We intend touse industry feedback from both RFIs when making the decision on the final acquisitionapproach for the SEMAS requirement.
