NAICS Code: 813910 The intent to Sole Source to The Water Information Sharing and Analysis Center (WaterISAC)THIS IS NOT A REQUEST FOR QUOTEUS Environmental Protection Agency intends to procure for a subscription service for up to 100 users for the following Period of Performance:Base Period: 05/01/09 to 12/31/09 and Option Period: 01/01/10 to 12/31/10This is considered a sole source procurement ? for WaterISAC Pro Subscription Service. This one-of-a-kind resource serves as a clearinghouse for government and private information that helps the subscribers identify risks, prepare for emergencies and secure the nation's critical water infrastructure. provides users with sensitive threat information, emergency response tools, and the ability to network with the community of peers. Information Sharing and Analysis Centers (ISACs) are confidential venues for sharing security vulnerabilities and solutions within an industry.The Water Information Sharing and Analysis Center (WaterISAC) was authorized by Congress in 2002 and created and managed by the water sector. Its mission is to keep drinking water and wastewater utility managers informed about potential risks to the nation's water infrastructure from contamination, terrorism and cyber threats. The mission has been expanded to help utilities respond to and recover from all hazards.WaterISAC links members through a secure online portal. The subscriber base includes water utilities and state and federal agencies dealing with security, law enforcement, intelligence, the environment and public health.WaterISAC has no authorized resellers of subscription services and information provided is considered proprietary by this organization. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
