- Overview This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Proposal (RFP). Submit only written proposals for the RFP. This acquisition is a 100% HUBZone set aside under the North American Industrial Classification Standard Code 334210 with a Small Business Size Standard of 1,000 employees. Below is the combined synopsis/solicitation for a Firm Fixed Price Purchase Order. All offerors MUST BE CENTRAL CONTRACTOR REGISTERED (CCR). Information concerning CCR registration requirements may be viewed via the internet at http://www.ccr.gov/ or by calling the CCR Registration Centers at 1-888-227-2423. OFFERORS SHALL INCLUDE A COMPLETE COPY OF THE PROVISION AT FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, WITH THEIR OFFER. Required period of performance (delivery date) is a period of thirty days from the date of award. PRICE SCHEDULE Please review Attachment 1 for CLIN Structure breakdown. INSTRUCTIONS TO OFFERORS Special Notice to Offerors a) The exclusive responsibility for selection will reside with the Government. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C 423) (hereinafter referred to as the “Act”) as implemented in FAR. Submission of Complete Quotes Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote. Failure to furnish a complete quote, at the time of quote submission, may result in the proposal being unacceptable to the Government and elimination from consideration for award. Quote Format and Submission Instructions Deadline for Receipt of Proposal Wednesday, April 22, 2009 at 2:00 PM eastern time. Offerors assume full responsibility for ensuring that their quotes are received by the due date and time as specified under FAR 52.212-1. Evaluation The OCC will make an award to the lowest offeror whose products are deemed technically acceptable in accordance with FAR Part 13.500 (Test Program For Certain Commercial Items).
