- GENERAL PARAGRAPHS: 1. GENERAL INTENTION: It is the declared and acknowledged intention and meaning to remove " abate " asbestos contained materials located on the 2nd floor in bldg. # 29 CHI. ( SSG - spaces ) complete and ready to use. 2. GENERAL DESCRIPTION: The services shall include furnishing labor, equipment and materials to remove " abate " asbestos contained materials located on the 2nd floor in bldg. # 29 CHI. ( SSG - spaces ). 3. LOCATION: The work shall be located at BLDG. # 29 CHI. ( SSG - spaces ). 4. COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK: The contractor will be required to commence work under the contract within calendar days after the date of receipt by him of "Contract Award". To prosecute said work diligently, and to complete the entire work ready for use within 15 calendar days. The time stated for completion shall include final clean-up of the premises. The Contractor will schedule his work no less than 48 hours in advance with the Contracting Officer. 5. PARTIAL PAYMENT: Partial payment for work accomplished under this contract will not be made. Payment will only be made when work is 100 percent complete and accepted by the Government. 6. OSHA/EPA REGULATIONS: During the performance of all work under this contract, contractor shall strictly adhere to Environmental Protection Agency Regulations (EPA) and Federal Occupational Safety and Health Regulations (OSHA), as well as all applicable state and local requirements. 7. DRAWINGS ACCOMPANYING SPECIFICATIONS: NETC-MCD PRINT # 8. A. EXAMINATION OF THE PREMISES: Bidders are expected to visit the site of work to make a survey of the conditions to be encountered which may affect the cost of the performance of the work. Failure to familiarize with the conditions shall not relieve the contractor from the responsibility for full completion of the work. The contractor is required to contact the Facilities Support Contracts Office at 401-841-2047 prior to commencement and upon completion of work. Work to be performed Monday through Friday 0700-1530. 8. B. All material submittals to be submitted to the officer in charge of construction & that all submittals must be approved before installation. TECHNICAL REQUIREMENTS: 1. GENERAL INTENTION: It is the declared and acknowledged intention and meaning to obtain and provide the service of a asbestos abatement contractor to complete for the items specified and in the locations indicated. 2. GENERAL DESCRIPTION: The services include furnishing labor, materials, transportation, equipment, supplies and supervision to: remove " abate " asbestos contained materials located on the 2nd floor in bldg. # 29 CHI. ( SSG - spaces ). 3. DETAILED REQUIREMENTS: The contractor will be responsible for providing labor, materials and equipment for the following: remove " abate " asbestos contained materials located on the 2nd floor in bldg. # 29 CHI. ( SSG - spaces ). The materials that contain asbestos are the following : mastic, floor tiles, stair treads & stair risers. The contractor is responsible to remove the existing carpet, floor tiles, stair treads / stair risers in the main corridor to office spaces, mezzanine stair landing vestibule, stair walkway, closet space, under stairwell space, coffee mess area & stair landings located on the 2nd floor in bldg. # 29 CHI. ( SSG - spaces ). The contractor shall mobilize sufficient labor to the above referenced site in order to perform the following sequence. A full containment negative pressure enclosure shall be established starting with the staircase most local to the exterior door leading up to the mezzanine and the decon unit shall be placed at this location as well. Additionally, the containment shall encompass the mezzanine, the hall attached to the mezzanine and the entire staircase leading up to the floor above the mezzanine. No ceiling shall be constructed in the containment. The area behind this same staircase is also included in the containment. The handicap lift rail assembly shall be unbolted in order to accommodate the containment materials. Next, the carpet shall be removed. In the event the carpet can be removed without disturbing the VAT, it shall be disposed of as construction debris only. If the VAT is disturbed by the carpet removal, it shall be disposed of as ACM. All VAT shall be removed f! rom the mezzanine, hallway and behind the staircase leading up to the floor above the mezzanine. Additionally, asbestos containing stair treads shall be removed from this same staircase. Asbestos containing mastic associated with the VAT which resides on wood subfloor shall be superficially scraped of high spots only during the VAT removal process. Mastic which exists on concrete (potentially in the hall) will be removed by wet method mechanical grinding. This same superficial removal procedure shall be utilized for adhesive associated with the stair treads. Wet sanding methods shall be used to remove the mastic on existing plywood sub flooring. Note : due to the sub flooring being plywood the contractor shall guarantee 90 - 95 % of mastic removal. The containment will be torn down and the handicap rail assembly will be re-bolted into place. Fixed objects in the area designated for abatement shall be removed by others.Note : the contractor is responsible to disconnect / reconnect existing water cooler under stairs. The contractor shall commence work on weekdays / weekends during normal working hours. The contractor is responsible to remove all asbestos contained materials properly & any debris accumulated in the process of removing asbestos from government property. The contractor shall contact activity prior to the commencement of work to arrange for a time frame for work to be accomplished. Point of contact is LT.JG.
