- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.5) with Quest Medical Incorporated, One Allentown Parkway, Allen, Texas 75002-4206, as the one responsible source that can provide an all inclusive cardioplegia delivery system. Specifically, this system is the only all inclusive cardioplegia delivery system that replaces an existing roller pump module and heater cooler type system. This system shall have the ability to titrate precise concentrations of drugs into blood; thereby, eliminating large volumes of water from being infused into the heart, resulting in reduced edema and reduced systemic hemodilution, particularly on long complex procedures. Quest Medical Incorporated is the only company to provide this technology in the United States and has the only Food and Drug Administration (FDA) approved system. The electrical requirements are 120 VAC, 60Hz. Specifically, the contractor shall provide: - MPS 2 Consoles (Quantity 2 each, Product #5201260) - MPS Backup System (Quantity 1 each) - Cardioplegia Delivery Set (Quantity 1 each, Product #5001102) - MPS Hypothermic Reservoir (Quantity 2 each, Product #5001001) - MPS Hypothermic Reservoir Holder (Quantity 2 each, Product #5001002) - MPS Ice Reservoir Hoses (Quantity 2 each, Product #5001003) - MPS Water Circuit Adapter (Quantity 2 each, Product #5001110) - MPS Operation Manual (Quantity 2 each, Product #5201010) - Aortic Root Transducer Interface Cable (Quantity 2 each, Product #511600A) - Coronary Sinus Transducer Interface Cable (Quantity 2 each, Product #511600R) - Transducer Holder (Quantity 2 each, Product #5140004) - MPS Power Cord (Length 16ft.) (Quantity 2 each, Product #520NA16) This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
