- Percy Amendment Certification Form Notice of Solicitation of Submissions for Contractor Pre-Qualification Department of State 2009 Design-Build Contract for Sanaa, Yemen Notice of Solicitation of Submissions for Contractor Pre-Qualification THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for Design-Build (D/B) services for the design and construction of an Annex Facility and Staff Apartments in Sanaa, Yemen. The project is described below. •SAQMMA-09-R0073 (No Security Clearance Required) oSanaa, Yemen, Annex Building Project. The project will consist of the design and construction of an unclassified annex building and maintenance shops. The project will require design and construction of the listed facilities on the existing US Embassy Compound in Sanaa, Yemen. New buildings area: 3000 square meters, Vehicle Maintenance Facility and expansion of Warehouse: 500 square meters, Parking: 141 spaces, Outdoor Recreational Area, Landscaping, Site Improvements, and demolition of some of the structures on the existing Embassy compound. oSanaa, Yemen, Existing Chancery Renovation Project. Design-Build Interior renovation of the existing Chancery Building. The project consists of renovation and reconfiguration of existing non-secure spaces in the chancery. oSanaa, Yemen, Housing Project. The project will consist of the design and construction of up to 60 units of temporary and permanent staff apartments and a new residence for the Deputy Chief of Mission. The project requires design and construction of the listed facilities on the US Embassy compound in Sanaa, Yemen. New apartment area: 12,500 meters: Deputy Chief of Mission Residence: 500 square meters. •Estimated design-build cost: $110 - 125 million 2. Project Solicitation: The project solicitation will consist of two phases. Phase I – Pre-Qualification of Offerors: This announcement of solicitation of pre-qualification submissions is Phase I. DOS will evaluate and rate the pre-qualification submissions based on the procedure and evaluation criteria set forth below. DOS may refuse to pre-qualify any Offeror receiving less than a satisfactory rating on any evaluation factor or sub-factor. Phase II – Requests for Proposals from Pre-Qualified Offerors: Those Offerors determined to be pre-qualified in accordance with this notice will be issued a formal Request for Proposal (RFP) for each project and invited to submit proposed pricing in Phase II. Each RFP will include a statement of work, standards, and criteria for each project that set out the project scope, design requirements, design process, design documentation, design expertise, construction process, post-construction activities, reference drawings and specifications, codes and standards, and security requirements. *************************SEE ATTACHED********************
