Description
This is not a request for proposals. This announcement is being issued to request two copies of an SF 330 from qualified and eligible 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. The VA Medical Center (CVAMC) in Coatesville, PA is seeking professional A/E services for the "Bldg. 3 Interior Demolition" project, Project No. 542-09-118 to provide the complete working drawings, cost estimate, specifications and construction period services. The purpose of this project is to totally demo the first floor and partial ground floor of Building 3 for future renovation. The proposed initiative involves the demolition of approximately 19,500 square feet of interior floor space on the first floor and approximately 8,500 square feet of floor space on the ground floor for a total of 28,000 square feet on both floors. The ground floor demo area consists of the area south and west of the main corridor of the ground floor. All equipment is to be removed as well as utilities feeding this equipment. All utilities are to be removed back to their main start point (electrical, plumbing, gas, sewer or drainage). Remove all ceilings and ceiling lights. Any hard ceilings above the drop ceilings are to be removed up to the hard deck of roofing system and floor system on the ground floor and install temporary lighting as needed. Remove all interior walls that are non-supporting and any utilities inside these walls. Any utilities found that are necessary for the normal operation of the rest of this building must be maintained. Remove all wall coverings (tile, vinyl, etc.) on remaining walls. Remove all floor coverings (ceramic tile, vinyl tiles, terrazzo floors, etc.). Remove any hazardous material such as asbestos, lead, lead paint, and asbestos floor coverings. In the removal of all floor coverings the removal of adhesives and/or mortars is to be included as well. The ground floor of this building currently houses the main frame system to the facilities telecommunications system as well as the CT Scan area. These areas need all utilities to remain in operation without interruption. All electrical systems on the first floor are to be eliminated back to the power distribution panels unless necessary for the operation of the ground floor. The exterior lighting on this building also needs to remain in operation. All mechanical duct work and mechanical systems to be removed and any roof penetrations due to its removal are to be repaired. All fire protection systems in the building are to remain intact and working at all times. If necessary, the fire protection system should be upgraded on a temporary basis to meet Life Safety Standards. All work shall be done in accordance with ADA requirements. A/E design shall include deduct alternates for bid items for construction. The new work shall meet all applicable VA criteria, Building Codes, and Life Safety Codes. The A/E will have 150 days to complete this design after the notice to proceed. A/E will provide a 50% Construction Documents Review; 90% Construction Documents Review; and the100% Final Submission of Construction Documents. The work shall meet all applicable VA design criteria and construction standards. The estimated construction budget is between $1,000,000 and $2,000,000. The area of consideration for this acquisition is restricted to firms within 150 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation and information to Carol L. Pomraning, Contracting Officer (542/90C), VAMC, Building 19S, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business (4:30 PM, EST), Wednesday, April 27, 2009. A/E firms must be registered at www.ccr.gov and www.vetbiz.gov. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most qualified to provide the type of services required will be chosen for negotiations. NAICS 541310 and size standard $4.5M apply. The award of a Firm Fixed-Price contract is contemplated and is subject to the availability of FY 09 funding. See numbered notes 24 and 25.
