Description
The Department of Commerce, National Institute of Standards and Technology (NIST) intends to negotiate a firm fixed price purchase order, on a sole source basis with Davis Laboratory Accreditation Consulting, Silver Spring, MD, for Knowledge Transfer Support services under Other than Full and Open competition, using Simplified Acquisition Procedures, by the authority of Federal Acquisition Regulations (FAR) Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Sole source determination is based on the need for knowledge transfer and ongoing consultation to the NIST Standards Services Division (SSD) and National Voluntary Laboratory Accreditation Program (NVLAP) staff which can only be obtained from Davis Laboratory Accreditation Consulting. Davis Laboratory Accreditation Consulting is the sole laboratory accreditation consultant whose unique capabilities and familiarity with operations of NVLAP and SSD will satisfy the Government’s minimum requirements. The vendor must provide knowledge transfer, in the form of technical guidance, to SSD staff on matters pertaining to the contractor’s areas of expertise with the NVLAP program, including the Asbestos and Fastener and Metals Program. The vendor must record/document “knowledge base” information critical to the operations of the Standards Services Division and must provide these services to enable successful completion of the desired results within the scope of knowledge transfer requirements. Delivery shall be FOB destination and be completed in accordance with the Contractor’s commercial schedule. The North American Industrial Classification system (NAICS) code for this acquisition is 541690, and the size standard is $7M. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to janet.braden@nist.gov. The Government will consider responses received by 4:00 p.m., EST, 04/15/09. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
