Box 25546, One Denver Federal Center, Building 41, Room 240, Denver, Colorado 80225-0546 Description REQUIREMENT: The General Services Administration (GSA) is seeking a dedicated campus facility for a Federal Law Enforcement Agency comprised of a 163,040 rentable square foot office building with a 100 foot setback, a 191 space parking structure, and 57 surface parking spaces. The site should consist of a minimum of eight (8) acres to a maximum of ten (10) contiguous acres in size. Sites smaller than 8 acres may be considered on a case by case basis. Site configuration and security requirements will determine the total number of acres required. Site located shall be in Salt Lake City, Utah. Offerors are required to secure a site, then design, construct and maintain the required facility. The site must meet the following criteria: •Provide a more regularly shaped (rectangular, square, etc.) buildable area. •Provide two independent remote means of egress. •Have zoning that is compatible for Government’s proposed use, as shall all adjacent properties. •Have no known zoning or other restricting ordinance that would unnecessarily restrict facility design. •Not be located within a 100 year flood plain or other geological or environmental impairments. •No known presence of archaeological or historical concerns. •Not have easements and location of underground utilities do not encroach on the secure portion of site. •Have no known underground structures or fuel tanks. •Have no known landfills and no known hazardous waste, soil or water contamination, for which cleanup would significantly impact project cost or schedule. •Be located within a conforming office development setting that would provide a modern design with prestigious appearance in a campus like atmosphere. •Have easy access to power, water, sanitary sewer, telephone, cable TV and fiber optics, along with supporting amenities. •Have convenient access to major traffic arteries and to food service establishments and retail services. •Be relatively flat. •Have convenient access to major freeways but not be adjacent to overpasses, bridges, elevated ramps, or railroad tracks. LOCATION: To warrant consideration, the property must located lie within the following boundaries: Central Business District: North: North Temple to 200 West to South Temple to 200 East East: 200 East to 5th South South: 5th South to 300 West; 300 West to 900 South West: I-15 to North Temple OR -The boundaries of the Salt Lake International Center: East: Wright Brothers Drive South: I-80 West: John Glen Road North: Harold Gatty Drive A market survey will be conducted to inspect sites offered for consideration. This solicitation will be conducted under the guidelines of the Design Excellence Program. This program stresses design creativity and quality. Term of the lease will be for Twenty (20) years. Brokers or agents may represent the site owner but any properties or proposals submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the ownership of the site. The Government reserves the right to amend the delineated area and/or site requirements. EXPRESSIONS OF INTEREST CONSISTENT WITH THE CRITERIA FROM PAGE ONE: Expressions of interest (from both site owners and development teams) can be submitted in letter form and should include documentation of ownership and information about the current zoning and condition of the property as follows: •Address and legal description of the property; •Identification of existing structures; •Legal description; •Location map; •Aerial photos (if available); •Any available records of the archaeological history of the site; •Phase 1 Environmental Site Assessment (ESA) of the site; •Site Plan with size stated and showing that above requirements fit on site; •Prominent features; •Distance from the property lines to the available of public utilities such as water, sewer, electricity, and natural gas; The Government will make every effort to expedite the site selection. This advertisement is NOT a basis for negotiations and the right is hereby reserved, as the interest of the Government may require it, to reject any or all offers and give consideration to sites other than those offered in response to this advertisement.
