- Furnish all planning, supervision, labor, equipment, material, supplies, replacement parts, and all things necessary for the Operation and Maintenance of Government-owned Facilities and Equipment, Tennessee-Tombigbee Waterway between Demopolis, Alabama and Pickwick Lake. Services are for a base year and four (4) one-year options. It is anticipated that a Cost-Plus-Award-Fee contract will be awarded. In general (not all inclusive), work will entail maintenance and/or repair of such things as navigation channels, riprap slopes, earthen slopes, bendway blockage structures, flow structures, drainage structures, grade stabilization structures, vehicles, boats, equipment, disposal areas, grassed and landscaped areas, instrumentation, roads, parking areas, guardrails, gates, bulletin boards, signs, fences barricades, traffic counters, wastewater treatment facilities, boundary lines, recreation facilities, wildlife food plots and nesting structures. In addition, the contractor will provide services such as pest control, aquatic plant control, operation of receptionist desks and visitor centers, renovation of recreation facilities, cleaning services, and storage and disposal of hazardous and/or toxic materials. Facilities include 7 large campgrounds, 6 beaches, 1 National Historic Landmark, numerous picnic areas and boat ramps, 10 locks and dams, 9 gated spillways, Tom Bevill Visitor Center, Waterway Management Center (WWMC) near Columbus, MS, Jamie Whitten Historical Center, the Bay Springs Site Office/Visitor Center, several maintenance compounds, and numerous wildlife management areas. In addition the contractor will provide services such as pest control, aquatic plant control, operation of receptionist desks and visitor centers, renovation of recreation facilities, cleaning services, grass cutting, floating debris removal and storage and disposal of hazardous and/or toxic materials. This procurement is 100% set-aside for small business. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $32.5 million for the past three (3) years under NAICS 561210.
