- THIS IS A SHORT SUMMARY OF THE REQUIREMENT: Development and creation of the Standard Of Operations (SOP) and training documents of the Functional Needs Support (FNS). The Functional Need Support Team (is meant to support the population of evacuees that are not sheltered through General Population Shelters because of functional needs that require Durable Medical Equipment (DME) or a caregiver that is not present. Contractor shall create and support a Functional Module SOP for the Regions that can augment the staff in a General Po;ulation Shelter or Federal Medical Station to that special needs populations (in this case people with functional support needs not requiring medical attention) can maintain independence in the most integrated setting. This module is scalable in that it has the capability to stand alone as a fully functional shelter as situations require.
