Description
The purpose of this market survey is to identify to the Government, sources interested in this procurement as either the prime contractor or a subcontractor. This contract will establish requirements for a level-of-effort base contract of five (5) years, with one five (5) year option, for the acquisition and support of modifiable semantic data advanced technological applications, methodologies, tools and capabilities, including leveraging and modifying existing products/services, and, developing advanced versions of such products and services. The support tasks under this contract will address multi-intelligence requirements for SED customers such as Distributed Common Ground Station-Army (DCGS-A), Aerial Common Sensor (ACS), Guardrail Common Sensor (GRCS), and other Programs of Record (POR) and fielded systems. The purpose is to apply those results (products/services) to addressing/solving mission-essential requirements of the CECOM Software Engineering Center (SEC)/RDECOM CERDEC Software Engineering Directorate (SED), and their customers. Relevant areas include: 1. System interoperability in net-centric and/or service-oriented architectures, to include structured/unstructured information, and, data/algorithm/information services (focused on discovery, extraction, analysis, prioritization, harmonization, fusion, communication, etc.); 2. Dealing with the overwhelming volume of multi-source intelligence data that must be handled by system analysts; 3.DCGS-A Program of Record (POR)/System migration, including Guardrail Common Sensor (GRCS), Aerial Common Sensor(ACS), and other supported programs; 4.Joint Unified Maritime Protection System (JUMPS), and related software support tasks; 5.SEC process and capability maturity improvement to achieve efficient, cost-effective, quality fielded products. 6.Assuring fielded versions of the software products/services are based on full-scope prototyping, demonstrations, and beta testing. This scope encompasses efforts aimed at the further maturation of these technologies, including further development or integration with other commercial-off-the-shelf, government-off-the-shelf, or in-development technologies. Targeted domains for technology insertion include, but are not limited to, maritime domain awareness; command and control; and, intelligence, surveillance and reconnaissance. Interested parties should be aware that access to some proprietary software and classified data may be needed, and if not available, contractors would need to develop simulations/workarounds as part of their proposed approach. These simulations/workarounds would be needed to address/accomplish services listed in the six (6) bullets listed above.
