Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis, services with Transgenomic Discovery; 12325 Emmet Street; Omaha, NE 68164 to analyze p53 mutations related to the risk factors for Bladder Cancer in the New England Study of Environment and Health (NESEH). The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541690 the business size standard is 7.0M. The period of performance for this procurement shall be from twelve months from date of award. The Occupational and Environmental Epidemiology Branch is primarily involved with epidemiology studies of occupational, environmental, and other risk factors for cancer. In 2001, investigators at the National Cancer Institute and other institutions launched a case- control study of bladder cancer in six centers in Maine, Vermont, and New Hampshire to evaluate cancer risks in relation to occupational exposures and tumor markers associated with particular exposures. The National Cancer Institute (NCI) plans to analyze the mutational spectrum of exons 5-8 of the p53 mutations of approximately 200 DNA samples extracted from folmain fixed paraffin embedded tissue block samples. Contractor shall provide DNA isolation FFPE tissue; mutation screening of p53 exons 5-8 and sequence analysis; and mutation validation through double strand sequencing. An electronic report in Excel format shall be provided to the NCI project officer upon completion of this project. Transgenomic is the only company capable of providing the specific type of high-throughput and sensitive sequencing services utilizing Surveyor endonuclease, an optimized derivative of Cel I endonuclease and the patented WAVE® system to separate fragments based upon size. Because the NCI initiated this project utilizing the Surveyor and WAVE® technology, proprietary data information and results need to be in synchronization with current testing for the purpose of comparing comparable methods and results for the mission of the lab. For these reasons, no other source is known to the NCI capable of completing the services needed for the studies outlined in this procurement. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 p.m. ET on April 23, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
