Description
Recovery. Roof Replacement and Associated Repairs of the U.S. Federal Courthouse located in Providence, Rhode Island. This is a presolicitation notice as required by FAR 36.213-2 and is a project identified in the American Recovery & Reinvestment Act (ARRA) Spending Plan. NAICS code is 238160, for Roofing Contractors with a size standard of $14.0M. The magnitude of the estimated price range is between $1,000,000.00 and $5,000,000.00. A bid bond will be required. Performance and Payment Bonds of 100% will be required under this contract. In accordance with the Small Business Competitiveness Demonstration Program, this procurement is unrestricted and is therefore open to both large and small business concerns. A pre-proposal conference is scheduled for on or about May 15, 2009. The RFP issue date is on or about April 28,2009. The proposal due date is on or about May 28,2009. The work includes the following: Removal of existing roofing, and provision of roofing insulation, underpayment, protection board, batten seam copper roofing, sheet rubberized asphaltic barrier, EPDM roofing membrane, SBS-modified bituminous membrane, copper gutter assemblies, and miscellaneous wood blocking and metal flashings. Work requires competant experience in historic building renovation and historic reproduction. Extensive copper work is required and contractor must be experienced in this area. All work shall be considered "weather tight" prior to the onset of winter. Installer must be approved, authorized, or licensed by manufacturer to install indicated roofing systems, and be eligible to receive manufacturer's warranty. Warranty shall be a 20 year warranty and consist of manufacturer's standard form, non-prorated, without monetary limitation, and shall include all roofing materials and related components and accessories, material defects, and workmanship for wind speeds specified. The Government requires that a single roofing warranty be provided for the modified bituminous membrane roofing, the EPDM membrane roofing, and the copper roofing (Alternate warranty periods: 25 years, 30 years). A special two-year workmanship warranty is required for modified bituminous and EPDM roofing membranes, base flashings, roofing membrane accessories, roof insulation, fasteners, cover boards, walkway products and other components of membrane roofing system. Available Manufacturers for EPDM membrane modified bituminous membrane, and copper roofing products: Subject to compliance with requirements, products that may be incorporated into the Work include, but are not limited to, the Garland Company and Firestone Building Products Company. One manufacturer is required to provide total systems warranty on all roofing systems required for the project. EPDM Membrane: Thickness: 90 mils nominal; Exposed Face Color: Black.Modified Bituminous Membrane: Roofing Membrane Sheet: ASTM 6163 Type 1. Grade S, glass fiber reinforced, SBS-Modified Bituminous sheet, smooth or suitable for application method specified or ASTM 6164 Type 1. Grade S, polyester fiber reinforced, SBS Modified Bitumen sheet, smooth surfaced; suitable for application method specified. Roofing Membrane Cap Sheet and Flashing Sheet: ASTM D.6163, Type 2, Grade G, glass fiber reinforced, SBS modified bitumen sheet or ASTM D. 6164, Type 2. Grade G, polyester reinforced, SBS modified bitumen sheet; suitable for application method specified. Granule Color: As selected by the Architect from manufacturer's standards.Copper roofing: Copper Sheet: ASTM B 370, cold-rolled copper sheet, H00 temper. Weight: 20 oz./sq. ft.; Batten Caps: 20 oz./sq.ft 20 oz./sq. ft. Work will also involve miscellaneous plumbing relating to integration or replacement/repair of existing roof drains and installation of cooling tower blowdown lines; and miscellaneous masonry work related to repair/repointing of areas of brick façade. Qualification Data: For Installer, Manufacturer, and Manufacturer's Technical Representative: Installer Certificates: Signed by manufacturers certifying that installers comply with requirements. Installer Qualifications: A qualified firm that is approved, authorized, or licensed by roofing system manufacturer to install manufacturer's product and that is eligible to receive manufacturer's warranty. Manufacturer Certificates: Signed by roofing manufacturer certifying that roofing system complies with requirements. Manufacturer Qualifications: A qualified manufacturer that provides products compatible with EPDM membrane roofing system modified bituminous roofing system, and copper roofing system. Source Limitations: Obtain roofing membrane materials for each system (EPDM, modified bituminous, and copper) through one source from a single manufacturer and compatible with roofing system. The estimated period of performance is 210 calendar days from Notice to Proceed. Solicitation documents, including the specifications, drawings and amendments may be accessed for download beginning on the date of issue at www.fedbizopps.gov. Instructions and information on how to become registered in FedBizOpps are available on the FedBizOpps website. This will be a negotiated procurement. Source selection procedures are identified in FAR Part 15.3 and will incorporate the tradeoff process identified in FAR 15.101-1. This method will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit. Accordingly, offerors will be evaluated based on technical merit and on their price proposals. All proposals are required to address each of the technical evaluation criteria and price. Omission of any of the criteria may render the proposal nonresponsive, preventing the opportunity to gain further consideration for award. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. For this procurement, technical evaluation factors will be considered significantly more important than price. The technical evaluation factors for the evaluation process are as follows, listed in descending order of importance: 1) proven experience in historic renovation and reproduction, including copper roofing requirements of this size; 2) past performance and installation experience on similar projects within the New England area, cognizant of regional weather patterns and conditions; 3) management experience and key personnel; 4) Socio-Economic Status. S ubcontracting Plan : Public Law 95-507 requires large businesses to provide a subcontracting plan setting forth percentage goals for utilizing small business concerns including, separately identified goals for disadvantaged small business and women-owned small business. In addition, the prime contractor must describe the efforts it will take to assure that such firms have an equitable opportunity to compete for subcontracts. Offeror shall address how it will comply with the requirements of FAR 19.704. Also, i n accordance with FAR 52.204-9 Personal Identity Verification of Contractor Personnel, t he Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24 and Federal Information Processing Standards Publication (FIPS PUB) Number 201.
