- RFQ and Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulation, Part 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only notice. Quotes are being requested and a subsequent solicitation will not be issued. This solicitation issued as Request for Quote (RFQ) Number DG1352-09-RQ-0437. This solicitation document incorporated Statement of Work, provisions and clauses. The provisions and clauses are those in effect through Federal Acquisition Circular 2008-29. NAICS number 561920. The Government intends on awarding a Contract for Minority Business Development Agency (MBDA) and its partners mark the annual observance of MED Week with a national conference. DESCRIPTION: Each year the National MED Week Conference accomplishes three things. The Conference recognizes outstanding achievements and accomplishments of the Nation's minority entrepreneurs and the members of their support networks; it will, through seminars, workshops, legislative forums and/or plenary sessions, provide conference participants business development information and resources; and it will provide minority businesses, government agencies, and private corporations a forum to exchange information on their product and services. The Conference Manager is responsible for providing the necessary personnel to perform the Work Requirements/Specifications of the Statement of Work during the performance period of the contract. Since most work will be performed offsite, the Conference Manager will be required to attend weekly and/or bi-weekly meetings with MBDA staff where the date and time will be set in advance. The Conference Manager will also be required to attend periodic meetings with the MED Week 2009 Honorary Committee. The Work Requirements and Specifications are provided in two primary areas of responsibility: A. Conference Management and B. Reporting. Offerors shall include a fully executed copy of the FAR provision at 52.212-1 Instruction to Offerors Commercial Items, 52.212-3, Offerors Representations and Certifications-Commercial Items, with their offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212.-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, along with the following additional FAR clauses: 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36, Affirmative Action for Handicapped Workers, 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of Vietnam Era, 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration, 52.222-41 Service Contract Act of 1965, As Amended.
