Description
Minimum Specifications for the Multi-Band Vehicle Adapter This a Combined Synopsis/Solicitation for Commercial items authorized under FAR Subpart 13.5 Simplified Acquisition and prepared in accordance with the format in Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation N68335-09-T-0084 is issued as a Request for Quote. The North American Industry Classification System (NAICS) code is 334220. Offers will be solicited using full and open competition. The Government intends to purchase Multiband Vehicle Adapters (40) each at this time. The required unit must be in accrodance with the minimum specifications shown in the attached specifications (Attachment 1). The intent of these specifications is to obtain Commercial Off The Shelf (COTS) Multiband Vehicle Adapters. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government’s right under the inspection clause, nor does it limit the Government’s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. This warranty period shall begin upon final acceptance of the applicable deliverable. Products quoted must adhere to the minimum needs of the Government, as stated in the Specifications/SOW, to be fully responsive and satisfy the needs of the Government. The offeror shall submit commercial product literature that shows that the product being offered meets the minimum specifications of Attachment 1 The item being offered must qualify as a commercial item in accordance with the FAR definition. All items shall be preserved, packaged, packed, and marked in accordance with the best commercial practices. Delivery shall commence within 90 days after contract award. Items will be shipped to: Receiving Officer, 4545 ViewRidge Ave, Suite A, San Diego, CA 92123, M/F: John Feist (4.5.11) Offsite Operations. FOB DESTINATION. Inspection and Acceptance at Destination. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation – Commercial Items, applies to this acquisition. Addendum 52.212-2 Para (a): Award will be made to the lowest priced, technically acceptable offeror. Offerors will be evaluated on a pass/fail basis. Quotations that do not conform to the requirements of the solicitation may be rejected without further evaluation, deliberation or discussion. Offeror shall include a completed copy of the provision at FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS (NOV 2006) with its quote. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS (FEB 2007) is incorporated by reference and applies to this acquisition.
