- Description
- The Environmental Protection Agency (EPA) in Research Triangle Park, NC intends to issue a solicitation in the form of a Request For Proposal (RFP) to recoat and refurbish twenty-seven (27) laboratory Air Handler Unit (AHU) fans and fan sections. The EPA facility is spread over five research buildings and each building utilizes between four and six laboratory air handlers. The Air handlers shall be refurbished in a six month window taking no more than one unit down at a time per building. A maximum of five units may be down at a time. The Contractor shall provide necessary material, labor, supervision, and equipment to recoat and refurbish the air handler fans and fan sections to create a clean, rust free environment that will withstand humidification and high wind speeds. The North American Industry Classification System (NAICS) for this acquisition is 332812; Metal Coating, Engraving, and Allied Services to Manufacturers, with a size standard of 500 employees. The magnitude of this contract is between $250,000.00 and $500,000.00. This requirement is a total small business set-aside. The competitive award of a fixed price construction contract with a six month performance period is anticipated. The contract will be awarded using solicitation procedures outlined in FAR parts 36 and 15. Potential offerors may be asked to submit past performance information, a technical proposal, and a cost proposal. All evaluation factors other than cost or price, when combined will be more important than cost or price. The RFP is expected to be issued on or around April 27, 2009 with a site visit approximately (10) ten to (15) fifteen days after releasing the RFP. The closing date and time for submission of offers and details on the site visit will be outlined in the RFP. The entire RFP will be made available in electronic format only on the USEPA Office of Acquisition Management (http://www.epa.gov/oam/rtp_cmd/) website. Potential offerors are responsible for monitoring this site for release of the RFP and any amendments. Potential offerors must be registered in the Central Contractor Registry to be eligible for award. (See Internet Site http://www.ccr.gov). Potential offerors must also be currently registered with ORCA. (See Internet Site: http://orca.bpn.gov).
