Description
Sources Sought Notice for Request for Information (RFI) No. DOL099RI20661 The United States Department of Labor is conducting market research for an upcoming procurement requirement entitled “Job Corps Student Transportation”, for the Office of Job Corps (JC). This procurement requests the potential contractor to be responsible for all travel arrangements for Job Corps new enrollees and students using the most direct, safe, efficient and cost-effective transportation methods and strategies. For further information on this requirement’s background and scope of work, please refer to RFI DOL099RI20661 Attachment No. 1, entitled “DRAFT STATEMENT OF OBJECTIVES”. The anticipated solicitation for this requirement will be available on or about May 1, 2009 and may be solicited through the GSA Federal Supply Schedule program (Schedule 599, SIN 599-2, Travel Agent Services). Hard copies of the solicitation will not be available. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. Interested Contractors responding to this Request for Information (RFI No. DOL099RI20661) must indicate their ability to provide and maintain a full range of travel services that will include, at a minimum, the following: 1. Provide knowledgeable and qualified staff during regular business hours and on-call during non-business hours who can arrange travel for new enrollees and students from or to any location within the U.S. and its territories. 2. Provide a Quality Assurance Surveillance Plan that will complement the PWS and explain what, when, and how the contractor and Government will measure and evaluate performance. The Plan shall also explain the monetary and non-monetary incentives used to reward superior performance and disincentives to apply should work not meet contract performance standards and goals. 3. Remain up-to-date and aware of travel discounts and/or concessions offered by transportation carriers. 4. Provide monthly invoices that show individual travel costs, fees, taxes, etc. 5. Provide management reports that show the status of the operation, such as credits pending, refunds received, and number of unused tickets. 6. Use the Internet as the primary method to receive travel orders and distribute tickets. Fax machines will be used only as a backup. 7. Provide the needed staff and resources to promptly arrange safe and expedient travel for students in case of emergencies, to include situations where the center must be evacuated because of severe damage to the facilities caused by a storm or similar type of disaster or in a worst case, the national shutdown of the program. All interested parties who believe they can provide the above mentioned information are invited to submit in writing, within 15 days of the publication of this sources sought notice, a package entitled “Statement of Qualifications / Capabilities Statement” (which must include the contractor’s indication of their ability to fulfill requirements 1-7 specifically stated above). The Statement of Qualifications / Capabilities Statement package must be transmitted under a cover letter. The Cover Letter must cite the following information at a minimum: 1.) Response to RFI No. DOL099RI20661; 2.) Vendor’s Company Name, Address, Contact Person Information; 3.) Vendor’s DUNS Number; 4.) Business Size Standard/Classification; and 5.) Whether the vendor has a current GSA Schedule contract for travel services (Schedule 599, SIN 599-2, Travel Agent Services). The closing date for the receipt of responses is, April 18, 2009, at 3:00 p.m. Eastern Daylight Savings Time. Send your responses to Terry M. The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make award to an 8 (a) firm, based on the responses received. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time.
