- RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS REQUIREMENT WILL BE PROCURED ON A NON-COMPETITIVE BASIS UNDER AN EXISTING INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR PROFESSIONAL ENGINEERING SERVICES FOR THE NIST CENTER FOR NEUTRON RESEARCH (NCNR). This Pre-Solicitation Notice is hereby issued in accordance with the guidance for the American Recovery and Reinvestment Act of 2009. This project is subject to the availability of funds under the American Recovery and Reinvestment Act funds. Develop and Deliver a Detailed Design for the Plumbing System for the Thermal Shield Cooling System, Department of Commerce, National Institute of Standards and Technology (NIST), Gaithersburg, MD. Description of Services The NIST Reactor (NBSR) is equipped with a thermal shield. This radiation shield consists of steel and lead that has to be water cooled in order to be kept at a temperature where it does not change shape under its own weight. Over the many years of usage the thermal shield plumbing has developed tiny leaks, which are impossible to repair. Work required under this task order will develop and deliver a detailed design for the upgrade of the plumbing system. The upgrade requires that cooling water be administered by moving it through the shield using a vacuum rather than a positive pump pressure, as in the present mechanical configuration. Work under this task order is follow-on work to a task order awarded competitively in July of 2008 and completed in October 2008. Work under that task order developed a concept design to upgrade the thermal shield cooling system.
