- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is F3UUBG9098A003. The solicitation document and incorporate FAR and DFARS provisions and clauses are those in effect through,Federal Acquisition Circular 2005-32, effective 17 Feb 09 and Defense Acquisition Regulation Change Notice 20090115. The NAICS Code is 423210 with a small business size standard of 500 employees and is 100% Set-Aside for Small Business Concerns. The requirement is for CLIN 0001 Airport Style Seating 105 EA Citizen Style 8000, 4-seat unit with polypropylene shell without cushion, all arms and cat iron legs, total of 420 seats, Airport Seating Alliance 8000-4-5A-0C or equal. Pricing shall include all shipping cost to Norfolk VA. Questions concerning the solicitation are requested via e-mail, addressed to Bill Phillips at william.m.phillips@afghan.us.army.mil no later than 16 APRIL 2009. Quotes are due 22 April 2009 NLT 6:00PM EST. Potential Offerors must submit a minimum of 3 projects of similar size/scope completed within the past 24 months (preferably DOD contracts) and complete name, address, project size and e-mail address of a representative of the company to discuss your performance and product. If you propose an “or equal” your firm must provide product literature/brochures with your offer or a direct link to view on the web: Furniture shown will be evaluated for quality, functionality for the desired use. Literature provides examples of furniture that will be provided with written description about the company and the furniture and how it competitively compares to the requested item. Price: Price quote(s) will be analyzed for reasonableness and completeness. The offeror must show all proposed unit prices and extended amounts on its quote letterhead. If only one offer is received, the determination will be based on a comparison to the IGCE or any other reasonable basis. Selection Criteria: All quotes will be assigned an Acceptable/Unacceptable basis based on an evaluation assessment. Quotes will be ranked based on the lowest price technically acceptable in ascending order. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following text is added to Paragraph (a) of the clause: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contractors must be active in the Central Contractor Registration (CCR) prior to receiving an award. Registration can take up to 10 days. Contractor may be deemed non responsive 10 days after the offer is received if they are not active in CCR. Refer to website http://www.ccr.gov for registration information. Other terms and conditions based on the value of the offer/resultant order, consistent with the FAR and DFARS are hereby incorporated.
