- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 50 pounds of L-9939 with delivery with 120 days. This is sole sourced to MACH 1, Inc. 340 E. Church Road, King of Prussia, PA 19406. L-9939 is a proprietary material made on the semi-industrial pilot plant scale by 3M. No other companies make this material. In the United States, L-9939 is sold exclusively by MACH 1. Any firms believing that they can provide this chemical may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the chemical without causing programmatic hardship.
