- Evaluation Criteria Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and FAR 13.5 as applicable, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. One contract is anticipated to be awarded as a result of this solicitation. This requirement is being awarded under FAR Part 12 and will result in the issuance of a purchase order. The Customs and Border Protection, U.S. Border Patrol, Miami Sector is requesting a firm-fixed price proposal for: Janitorial Services. The following FAR clauses and provisions apply to this acquisition: 52.204-7 Central Contractor Registration, 52.204-9 Personal Identity Verification of Contractor Personnel, 52.212-2 Evaluation-Commercial Items, 52.212-3 Offeror Representations and Certifications (ORCA), 52.212-4, Contract Terms and Conditions-Commercial Items; and, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies, 52.232-1 Payments, 52.232-8 Discounts for Prompt Payment,, 52.233-1 Disputes, 52-243-1 Changes Fixed Price, 52.247-35 F.OB. Destination within Consignees premises, and 52.249-1 Termination for Convenience of the Government (fixed prices) (short form). TITLE 48-Federal Acquisition Regulations System, CHAPTER 30—Department of Homeland Security, Homeland Security Acquisition Regulation (HSAR) Provisions and Clauses apply: 3052.204-71 Contractor Employee Access, 3052.209-70 Prohibition on Contracts with Corporate Expatriates, 3052-242-72 Contracting Officer’s Technical Representative. The Government will award a contract resulting from this solicitation to the responsible offeror (as defined in FAR Part 9) whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall used to evaluate offers and listed in order of importance: technical capability, price, and past performance. Technical capability and past performance, when combined, are relatively more important when compared to price. Offers are due April 27, 2009 by 3:00 p.m. Central Standard Time at: Customs & Border Protection, Rio Grande Valley Sector, ATTN: David Torres, 4400 S. Expressway 281, Edinburg, TX 78539. Quotes should be submitted on Standard Form 18 Request for Quotes, or a similar format that includes all the information provided on the SF 18. Quotes will be accepted by mail, e-mail, and fax to include any supporting documentation. Emails are due 24 hours prior to the deadline date. If fax quotes are illegible, they will not be accepted. The vendor will be afforded the opportunity to submit their quote by other means as long as it is within the response deadline.
