Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport intends to award on a sole source basis a Firm Fixed Price type contract to Cornell University Laboratory of Ornithology for the lease of (8 ea) autonomous acoustic recording buoys. The Bioacoustics Research Program (BRP) at Cornell has developed an autonomous acoustic recording device, known as a Marine Acoustic Recording Unit (MARU), for deployment on the ocean floor at depths up to 6,000 meters. Among the crucial features of the MARU are its small size, its low power consumption allowing it to sit alone for weeks or months, and its cost effectiveness for large scale deployment of multiple buoys. It is essential that these buoys be deployable from small boats and easily recovered by an acoustic release mechanism. MARUs are the only recording buoys that meet these specifications and Cornell University's Lab of Ornithology is the only program with this technology, including all supporting services, available for lease. Th! e proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional details will be provided upon issue of RFQ N66604-09-Q-3135, which, in accordance with FAR 5.203(a) & (h), is anticipated to be on or about 04/17/2009.
