- This notice is for project No. 620A4-07-101, Replace Fire AlarmSystem, Castle Point, NY 12511 This shall be a Service Disabled Veteran Owned Small Business Set-Aside(SDVOSB). As a result all SDVOSB's may submit a bid, which shall beconsidered by the agency. This project is classified under NAICS Code238210, and has a size standard of $14.0 Million. The cost estimaterange for this project is $5,000,000 and $10,000,000. The work for this requirement consists of, but is not limited to:The contractor will furnish all materials, equipment, supervision, andpersonnel necessary to complete project. Scope of Work: Contractor to install a new, fully functional Fire Alarm System at theVA Hudson Valley Healthcare System's Castle Point Campus. Constructionwill include, but not be limited to the following: Electrical,Mechanical and Fire Protection, as well as, ITEM I, The work include the installation of a new central firecommand center located in fire department headquarters located inBuilding 8. The also work includes the installation new networkedaddressable fire alarm control panels; addressable fire alarm devicesconsisting of smoke detectors, HVAC duct smoke detectors, heatdetectors, manual fire alarm stations, interface monitoring modules,interface control modules, CO gas detectors (residential Buildings 1, 2,3, 4, 5, 45 and 46), pressure switches for gravity tank water levelmonitoring; audio notifications appliances consisting of wall mountedfire alarm speakers (Buildings 15E, 15H, 16, 17, 18, 19, 20, 21 and 111)and wall mounted fire alarm horns (all other buildings); visualnotification appliances consisting of wall mounted ADA compliantstrobes. All new fire equipment within the buildings shall be wired usingEMT and rigid conduit (where designated). Existing fire alarm conduitmay be re-used only in designated buildings. Each fire alarm controlpanel shall be programmed to work independently of all other fire alarmcontrol panels. All fire alarm control panels and the fire commandcenter and all associated equipment shall be provided with anindependent 24 hour backup standby power supply.The work also includes the complete removal of all the existingfire alarm systems including wiring, conduit, fire alarm devices, andall other associated equipment. The existing buildings fire alarmsystems will remain in service while the new fire alarm system isinstalled within each building. Item II, A new fiber optic network data communication systemshall be installed between each of the fire alarm control panels and thefire command center located in Building 8. The new fiber optic datacommunication network shall be installed entirely in conduit and willrequire the installation of underground duct banks between certainbuildings. Existing data and signal communication duct banks betweenbuildings which are available can be utilized. The new fiber opticnetwork will be installed as the first phase of this project and will beoperational prior to installing the fire alarm systems in each building.ITEM III, The contractor shall provide a phasing plan inaccordance with the recommended phasing work described in other sectionsof these specifications and shall be aware that work will be performedalso during off hours and weekends due to buildings currently beingoccupied. Buildings included in this contract are as follows Buildings1,2,3,4,5,7,8,9,13,15E,15H,16,17,18,19,20,21,35,36,41,44,45,46,57,80,82,88,89,92,100,101,111,113. Contract duration is 1,805 calendar days. B.BID ALTERNATE DEDUCTS 1.BID ALTERNATE NO. 1: All items in base bid except deduct allwork associated with building numbers.1,2,3,4,5,7,9,13,19,21,35,36,41,44,45,46,57,80,82,88,89,92,100, 101,111,113.Exceptions are Buildings 21, 46 and 57 will have the Fire alarm panelsinstalled and running to amplify the signal to have a class A loop inthe fiber communications loop. Contract duration is 1,300 calendar days. 2. BID ALTERNATE NO. 2: All items in base bid except deduct all workassociated with building numbers.1,2,3,4,5,7,9,13,15H,15E,16,17,20,19,21,35,36,41,44,45,46,57,80, 82,88,89,92,100,101,111,113.Exceptions are Buildings 21, 46 and 57 will have the Fire alarm panelsinstalled and running to amplify the signal to have a class A loop inthe fiber communications loop. Contract duration is 1,000 calendar days. All other details and information shall be contained in the solicitationwhich shall be posted on www.fedbizopps.gov. The solicitation will bereleased on or around December 20, 2008. The bid submittal address, dateand time will be included in the solicitation. This project requiresbonding and all bid submissions shall be in hardcopies; faxed ore-mailed bids will not be accepted. All bidders shall be registered inwww.ccr.gov, www.vetbiz.gov, and www.orca.bpn.gov. End of Description
