- The 46th Test Wing (TW), Air Armament Center (AAC), Eglin AFB, Florida is issuing a sources sought synopsis for sources capable of providing a IRIG 106 Chapter 10 Data Replay System (DRS) in support of Department of Defense developmental and operational flight test requirements related to a variety of weapon system platforms. Replay in this context defined as "The process of presenting recorded data such that the relative time (i.e. the interval between events) is preserved." The government will accept and evaluate units capable of demonstrating compliance with IRIG 106-09 Chapter 10. Eight (8) minimum requirements must be met. The contractor must demonstrate the ability of their DRS to: 1) simultaneously replay, time align and dynamically display the following data types: one (1) channel of Time Data Packets, Format 1 (IRIG/GPS/RTC), a minimum of four (4) channels of PCM Data Packets Format 1 (IRIG 106 Chapter 4 and 8) in packed, unpacked, and throughput modes, a minimum six (6) channels of MIL-STD-1553 Bus Data Packets, Format 1 (MIL-STD-1553B Bus Data) channels or up to two (2) channels of MIL-STD-1553 Bus Data Packets, Format 2 (Bus 16PP194 Weapons Bus Data), up to two (2) channels of Video Packets, Format 0 (MPEG-2/H.264) channels or up to two (2) channels of Video Packets, Format 1 (ISO 13818-1 MPEG-2 Bit Stream) channels, 2) replay one (1) compliant IRIG-106-04, -05, 07 and -09 Chapter 10 data file in which commit to stream is equal to or less than 1 second and packet duration is equal to or less than 100 milliseconds from one (1) IRIG-106-09 Chapter 10 compliant Removable Memory Module (RMM) via IEEE-1394B interface, and from local DRS disk, and one (1) IRIG-106-09 Chapter 10 Transfer File from a Tape device via SCSI interface, 4) randomly access the data during replay from RMM or local DRS disk based on an absolute time, a relative time, a file off-set, a Computer Generated Data Packets Format 3, Recording Index, and a Computer Generated Data Packets Format 2, Recording Event, 5) reconstruct one (1) channel of encrypted PCM Data Packets Format 1 (IRIG 106 Chapter 4 and 8) in throughput mode and one channel of Time Data Packets, Format 1 (IRIG/GPS/RTC) in IRIG-B format, receive the decrypted PCM input stream and IRIG-B time input signal and re-record in new IRIG-106-09 Chapter 10 Original Recording File, 6) publish source data during replay over Ethernet IAW IRIG-106 Chapter 10, 7) replay, time align, dynamically display and record data in IRIG-106-09 Chapter 10 Original Recording File from Ethernet published data IAW IRIG-106 Chapter 10, 8) be dynamically configured from Computer Generated Data Packets Format 1, Setup Records in the source data or Ethernet published stream and from an external IRIG-106 Chapter 9 Telemetry Measurement Attribute Standard (TMATS) file. In order to demonstrate compliance, 46 TW personnel will generate a data file with contractor furnished equipment for evaluation. The validation tool that will be used for the evaluation will be provided by 46 TW to allow potential sources to test their respective data prior to evaluation by 46 TW personnel. Please state in your information package if this requirement can be filled with off-the-shelf commercial items, or modified commercial items. The roles of both parties shall consist of the contractor providing the flight recorder and the Government testing and evaluating the item. This synopsis is not an invitation for bid or a request for proposal and in no way commits the Government to an award of contract; however, any proposals submitted as a result of this notification, and prior to any subsequent contract award, will be considered by the Contracting Officer. This acquisition will utilize the North American Industry Classification System (NAICS) code, 334511, with a small business size standard of 750 employees.
