- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is being conducted with commercial procedures as outlined at FAR 12. Solicitation number H92240-09-T-9825 is issued as a request for quotation (RFQ). The resulting contract will be firm fixed price. This is a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-29. Note #1 applies. FSC: 3695 NAICS: 333319 with a size standard of NTE 500 Employees, F.O.B. Destination. All responsible business may submit a quote that shall be considered. Technical POC: Dave McDowell Ph: 619-522-2809 E-Mail:dave.mcdowell@navsoc.socom.mil Description: Naval Specail Warfare Group One (NSWG-1), San Diego, Ca. Rangers requires an IED Simulator system to support Assaults, Land Warfare, and Mobility training evolutions on NSWG-1 Ranges for an average of thirty SOF operators. The simulator must be portable and no more than a two man carry. It must be provided with an outer enclosure to protect the system from damage while in transit to set-up location. Simulator must be painted or covered camouflage or tan to facilitate disguising in a desert environment. System must be capable of producing greater than 110 decibel simulated explosion without causing injury to damage to near by instructors, trainers, or other equipment or facilities. System must not produce projectiles or any type of fragmentation. System must include means for remote and automatic triggered detonation. Automatic detonation must be flexible enough to meet carious training scenarios such as trip wire set-up or vehicle drive-by. Means to trigger during vehicle drive-by is required to be included in the system. System must not leave behind waste after use and must be capable of use without requiring environmental impact surveys. The system must be self contained and operable in remote locations. Simulator must be cable of repeated detonation cycles prior to servicing or reloaded so as not to adversely impact training schedules. NSWG-1 Ranges require three (3) complete systems, one system each for use in La Posta, San Clemente Island, and Camp Billy Machen. All equipment must be from the same manufacturer to ease in the ordering of replacement parts and insure compatibility. The systems must be a “plug and play” system with minimum set up time. No manufacturer support should be required beyond initial delivery (if offered by manufacturer).
