Description
Request For InformationPipe Bending Machine U.S. Fleet & Industrial Supply Center (FISC) Yokosuka, Japan is seeking information concerning the availability of contractors to provide and install a new Pipe Bending Machine for U.S. Naval Ship Repair Facility, Yokosuka and Japan Regional Maintenance Center (SRF/JRMC). This Request For Information (RFI) is an attempt to locate businesses experienced in Pipe Bending Machine sales including installation service that express interest in performing the requirement. This RFI should not be construed as a formal solicitation or an obligation on the part of the Government of the United States to acquire any equipment or parts or services. Any information provided to the Government is strictly voluntary and at no cost to the Government. Any formal solicitation will be announced separately. The Government is only interested at this point in identifying interested and capable contractors for this service. The tentative solicitation date will be in Jun 2009 with award scheduled ! for Aug or Sep 2009. The contracting officer, Mr. Keith Beem, will post information concerning this solicitation as soon as it becomes available.Below is some basic information and requirements of this proposed solicitation. SPECIFICATIONS.The equipment shall meet or exceed the standards and/or requirements in the following documents:a.The code of federal regulation29 CFR 1910 - Occupational Safety and Health Standards29 CFR 1926 - Safety and Health Regulation for Construction40 CFR 261 - Identification and Listing of Hazardous Waste b.National Fire Protection Association (NEPA)NEPA 70 - National Electric CodeNEPA 79 - Electrical Standards for Industrial Equipment c.National Electrical Manufacturer's Association (NEMA)ICS - Industrial Control and SystemMGI - Motors and Generators.The equipment shall be in compliance with the applicable OSHA Safety and Health Standard regulations and installed in accordance with applicable NEPA requirements. CAPABILITY REQUIREMENTS.Minimum capability requirements are as follows:a.Carbon steel: schedule 40 or 80, ASTM-A-106b.Stainless steel: schedule 40 or 80, ASTM-A-312c.Copper nickel: schedule 40 or 80d.Maximum pipe size: U.S. standard 8 inch pipe(Note: Japan Industrial Standard (JIS) pipe size is different from U.S. Standard)e.Maximum pipe length to be used: 25 feetf.Maximum bending outside radius: 20 inch for 8 inch pipeg.Maximum bending degree: 180 degree (U shape) plus over bendh.Maximum machine size: W 49feet(15m) x D 20feet(6m) x H 10feet(3m), working height: 5feet(1.6m) plus/minus 1 feet(0.3m) INSTALLATIONContractor shall construct foundations, anchor, etc.. for machine installation. This foundation shall cover the manufacturer's requirement specifications. TRAINING Contractor shall demonstrate and provide operational training and maintenance training for machine operators and maintenance people at the installation site in Japanese.
