Description
NASA LARC has a requirement for maintenance of and developmental changes to thelaser transmitters in the High Spectral Resolution Lidar (HSRL) I and II instruments. The HSRL instruments are designed to measure aerosol extinction at 355 and 532 nm,aerosol backscatter and depolarization at 355, 532, and 1064 nm. The laser transmitterconsists of a Pump Laser and a Nonlinear Optics Module for the generation of UVwavelengths. The Pump Laser is injection-seeded and tunes to the seed frequency for eachlaser shot using the ramp-and-fire technique. It builds on heritage established underthe CALIPSO satellite lidar program. It is designed using a custom architecturesuitable for use in space (e.g., ruggedized, conductively cooled, sealed to maintain 1atmosphere pressure). The HSRL instrument currently has two configurations; HSRL-I andHSRL-II. The HSRL instruments are primarily flown on field missions used to validatemeasurements made by the other spaceborne lidar as well as aerosol retrievals fromsatellite-based passive sensors. NASA intends to award a sole source contract to Fibertek, Inc., Herndon, VA under theauthority of 10 USC 2304(c)(1), Only One Responsible Source. The HSRL instrumentconsists of a Laser Transmitter, a Laser Receiver and various associated components. TheFibertek Laser is the core of the Laser Transmitter; it is this core that will requiremaintenance to support the day to day HSRL mission and developmental changes to thepulsed laser system aimed at enhancing the performance of the HSRL instrument. TheHSRL pulsed laser system was developed by Fibertek. The system is a one-of-a-kind pulsedlaser system that was developed specifically to address HSRL science requirements. Thissystem represents a technical extension beyond the current industry state-of-the-art, andcontains significant intellectual property and proprietary data this is not availableoutside of Fibertek, Inc.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations who believe they can fulfill this requirement may submit theircapabilities and qualifications to perform this effort in writing to the identified pointof contact not later than 4:30 p.m. local time April 29, 2009.Such capabilities andqualifications will be evaluated solely for the purpose of determining whether or not toconduct this procurement on a competitive basis. A determination by the Government notto compete this planned effort using full and open competition, based upon responses tothis notice, is solely within the discretion of the Government. Oral communications are not acceptable for responding to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
