- Description
- The Naval Air Systems Command Naval Air Warfare Center Weapons Division (NAWCWD) intends to negotiate and award a cost-plus-fixed-fee contract with the Raytheon Company on an other than full and open competition basis. The contract will be for performance-based services for Systems Engineering Support, Test Support, Product Assurance Support, Logistics Support, Training Support, and Production Support for the ALQ-227 and similar Communication Countermeasure Systems (CCS) for EA-18G and other Airborne Electric Attack (AEA) platforms/vehicles. The period of performance for the proposed acquisition will commence upon award and will continue for a period of five years. Deliveries will be free on board (FOB) destination. It is anticipated that the proposed CPFF contract type will be Indefinite Delivery, Indefinite Quantity Level of Effort (LOE). The total required LOE is 50,981 hours. In accordance with FAR clause 6.302-1(b)(1)(i), Raytheon Company possesses unique services that are not available from any other source. Raytheon as the sole designer, developer, and manufacturer of the ALQ-227 Communication Countermeasures Set (CCS) is the only firm that possesses a combination of engineering and software design, development, and integration knowledge of the aircraft and weapon system to perform the efforts described in the Performance-Based Statement of Work (PWS) associated with this proposed procurement. Accordingly, it is in the Government's best interest to pursue an acquisition with Raytheon Company using other than full and open competition. The Government anticipates an August 2009 award. This notice is not a request for competitive proposals; however any firm, other than Raytheon Company should respond in accordance with numbered notes 22 and 26.
