- The U.S. Department of Energys (DOEs) National Energy TechnologyLaboratory (NETL), is issuing this DRAFT RFP for comment. Comments may be submitted through the "Submit Question" button on the opportunity form. Comments will be received through April 28, 2009. NO PROPOSALS SHALL BE SUBMITTED AT THIS TIME. This document is in draft form and changes may be made prior to submission of the final solicitation. NETL intends to issue a solicitation to procure site support administrative services. This procurement is restricted to small business concerns expressly certified by the Small Business Administration (SBA) for participation in SBAs 8 (a) Program who meet the requirements of FAR 52.219-18. The North American Industrial Classification System (NAICS) code for this effort is 561110 - Office Administrative Services with a small business size of $7M. The NAICS is provided for use by businesses in determining their appropriate business size. For further information on business size definitions please refer to the Small Business Administration's web site at http://www.sba.gov/services/contractingopportunities/sizestandardstopics/indexgu ide/index.html. The NAICS code is provided for Offerors to correctly identify their business size and for potential subcontracting opportunities under this acquisition. It is anticipated that an indefinite delivery, indefinite quantity cost reimbursement award containing an award fee provision will be made as a result of this solicitation. The objective of this solicitation is to obtain contractor services that will provide support to span all NETL sites, except where noted in the Statement of Work. The primary functions performed under this service contract will include administrative support in the following areas: Acquisition & Assistance Division (AAD) Support Financial Management Division (FMD) Support Office Management (OM) Support Clerical Support Receptionist Support Word Processing Support Information Management Support Records Management Library Services Copy Center & Fax Services Audio/Visual & Conference Room Support Event Management Support NETL has initiated an electronic reading room as part of the strategy to provide information that may benefit potential Offerors in preparing their proposals. The information is provided to assist the reader in gaining an enhanced understanding of the requirement. The reading rooms may be accessed at http://www.netl.doe.gov/business/solicitations/ssc2008/index.html. The electronic reading room includes a various reference documents including applicable policies, procedures, and documents outlining the operating environment. A FOIA release version of the current NETL support contracts are also posted in the electronic reading room. Offerors requesting a FOIA copy of the current contract will be directed to the reading room to download it from that location. The solicitation (DE-SOL-0000332) should be available for downloading in late May or early June 2009 on the DOE Interactive Industry Procurement System (IIPS) located at the following internet address: http://e-center.doe.gov. Questions relating to the solicitation are required to be submitted electronically through the question submittal option of the IIPS program. ONLY those questions posted to the IIPS program will be accepted. All responses to solicitation questions will be released on the IIPS Internet page. The solicitation will only be made available in IIPS. This is an electronic solicitation therefore no hard (paper) copies of the solicitation and related documents will be made available. At the IIPS Internet site you will be able to register with IIPS, enabling you to download the solicitation, join the mailing list for the solicitation, and to submit a proposal.
