- THIS REQUIREMENT IS A 100% TOTAL SMALL BUSINESS SET-ASIDE. The National Institute on Drug Abuse (NIDA) is soliciting proposals from all small businesses that can provide media support services in collaboration with the National Institute on Drug Abuse (NIDA), Public Information & Liaison Branch. The contractor shall provide NIDA with publishing and communications support services primarily through operation of media outreach programs to assist the Public Information and Liaison Branch (PILB) in its efforts to disseminate the results of drug abuse research. The Contractor shall develop action plans to reach media, maintain media lists, execute plans to obtain media coverage of NIDA news, develop video b-roll or radio actualities, write news releases, fact sheets, and media advisories, create graphics visuals, send out materials to the media, follow up with media to enhance placement opportunities, and other services necessary to implement the program. NIDA anticipates a 2-year base period cost reimbursement completion contract. There are options to extend the contract period up to 3 additional years. RFP No. N01DA-9-1141 will be available electronically on or about April 29, 2009. You can access the RFP through the FedBizOpps (URL: http://www.fedbizopps.gov or through the NIDA website: (URL: http://www.nida.nih.gov/RFP/RFPList.html). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Response to the RFP will be due on or about May 29, 2009. NIDA will consider proposals submitted by any responsible offer. Following proposal submission and the initial review, the Contracting Officer may require additional documentation from offerors in the competitive range. This advertisement does not commit the Government to award a contract. Note 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice.
