- Line item listing of supplies and services, reference solicitation no. 2009-Q-11233 The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a Purchase Order to Cellular Technologies Limited (Doing Business As: CTL Analyzers), 20521 Chagrin Blvd. Suite 200, Shaker Heights, OH 44122-5350. This is a small business set aside. A CDC Purchase Order will be issued to Cellular Technologies for one each BioSpot® S5 Macro Analyzer with proprietary software and peripheral hardware upgrade, to include installation and shipping. For a complete line item listings of supplies and services that will be procured from Cellular Technologies see the attached schedule. This commercial equipment is being procured using simplified acquisition procedures in accordance with FAR Part 13, to exclude FAR Subpart 13.5. The authority for this sole-source acquisition is FAR Subpart 13.106-1(b). Justification for other than full and open competition is considered based on the belief that in order to improve lab capacity for influenza surveillance and pandemic preparedness, the CDC must implement a plaque reduction neutralization assay protocol, and that the patented BioSpot S5 Macro Analyzer is the only commercially available laboratory equipment and software compliment that can produce plaque counts in a 96-well plate format. Equipment with less capability would severely restrict influenza surveillance. It is further believed that a failure to utilize this equipment to implement plaque reduction assays will ultimately hinder or halt the progress of on-going research / studies currently being conducted by the CDC. Firms that believe they can provide the equipment, as listed in the attached schedule, are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
