- QTY: 10 DESTINATION: TEXAS 8040-00-053-8452 UI: GL ADHESIVE : DESCRIPTION This technical purchase description is for a paper label adhesive for two types of water resistant adhesives for adhering paper labels to various substrates such as wood, fiberboard, metal, and glass. Type I - solvent based Type II - water emulsion Salient Characteristics: 1. The adhesive shall be of brushing consistency and shall dry to a colorless, transparent film that will not reduce the legibility of printed label text. 2. The adhesive shall attach non-gummed paper labels to wood, fiberboard, steel, glass, or natural rubber, and labels shall remain firmly attached after exposure to low temperature, oil, and salt water when subjected to the following tests: Prepare nine test panels of the following substrates: wood, fiberboard, steel, glass, and natural rubber. Clean test panels with a suitable solvent. Coat the panels with a thin film of the adhesive; press a non-gummed paper label into place on the panel; then brush a thin film of the adhesive over the entire label and panel. Air dry at 23C and 50% relative humidity for 24 hours. Expose three panels of each substrate to the following conditions: low temperature, -30C for 24 hours; 30W motor oil, one light coat for 24 hours; three coats of 4% sodium chloride solution (drying completely between coats). At the end of the test period, attempt to peel the label from the substrate from each of the four corners. The labels shall not be stripped from the test panels except in small chips no greater than 6 mm in any dimension. 3. Type I adhesive shall be tack free in a maximum of 5 minutes, and Type II adhesive shall be tack free in a maximum of 15 minutes when applied in a thin coat per manufacturer instructions for use on a clean, glass panel and dried at 23C and 50% relative humidity and tested in accordance with ASTM D 1640, paper test method. 4. The adhesive shall be water resistant as demonstrated by the following test: One test panel of each substrate prepared as described in item 3 shall be immersed in distilled water for 18 hours followed by 2 hours of room temperature drying. There shall be no whitening, dulling, or other visible defect, and the label shall not peel off from the substrate except in small chips. 5. The adhesive shall demonstrate flexibility by bending over a 6.4 mm (1/4 inch) mandrel in accordance with ASTM D 4338 using a steel panel coated with a film of adhesive and at a thickness recommended in the manufacturer's instructions for use. The coating shall adhere tightly without cracking or flaking. 6. A container of the adhesive, after storage for 12 months from date of manufacture at 23C and 50% relative humidity, shall have no gelling, stringing, or other non-uniformity and show no signs of fungus growth. 7. The product shall not contain (other than trace impurity amounts, not to exceed 0.06% liquid wt) any of the following: hydrolyzable chlorine derivatives, ethylene based glycol ethers and their acetates, any carcinogen as defined in 29 CFR 1910.1200, and any of the following chemicals on the EPA 33/50 program in the following list: benzene, cadmium & compounds, carbon tetrachloride, chloroform, chromium & compounds, cyanides, lead & compounds, mercury & compounds, methyl isobutyl ketone, methylene chloride, nickel & compounds, tetrachloroethylene, trichloroethane, trichloroethylene, and xylenes, nor any ozone depleting compound as listed in the Federal Register notice of July 30, 1992 (57 Fed Reg. 33753) which include chlorofluorocarbons, halons, carbon tetrachloride, methyl chloroform, and hydrochlorofluorocarbons. In addition, Type II shall not contain toluene or methyl ethyl ketone. Type II: water emulsion Size: 1 gallon in a can. Shelf life code: 4 (12 months) Maximum age on delivery: 2 months ITEM MARKING Each item shall be marked with the following: (1) lot or batch number (2) shelf life monitoring data including dates of manufacture and reinspection or expiration. (3) manufacturer's name and part number (4) instructions for use, thinning, mixing, shaking, etc. (5) instructions for storage, i.e. do not freeze, requires refrigeration, etc. PACKAGING PACKAGING: The product shall be furnished in the specified quantities in compound lined, double seamed end cans with multiple friction closure of the type normally used for this product, providing that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality or purity of the contents. The filled cans shall be closed in a manner that will insure the contents will not spill or leak from the container during shipment, handling, storage, and redistribution. PACKING PACKING: Material packaged as specified above shall be packed in a close-fitting, corrugated, fiberboard box conforming to Section 6(a), Rule 41 of the Uniform Freight Classification and Item 222 of the National Motor Freight Classification (200 minimum burst). Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. Gross weight of the box and contents shall not exceed 65 pounds. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with the latest version of FED-STD-123, "Marking For Shipment (Civil Agencies)", or marked and bar coded for delivery to military activities in accordance with the latest version of MIL-STD-129, "Military Marking For Shipment and Storage". "Latest version" is defined as the version in effect on the date of bid submittal. Federal Standards and Military Standards can be accessed on-line via the Defense Logistics Agency's "Assist" Quicksearch web site: http://assist.daps.dla.mil/quicksearch/. South Coast Air Quality Management District Provision: If the item is on an existing contract, the supplier shall follow the pre-arranged California South Coast Air Quality Management District labeling requirements. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight for shipments to Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (Sharpe). Stacking Strength: The pallet plus the load shall be capable of supporting two additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only. NOTICE OF REQUIREMENTS FOR SHIPMENT TO EUROPEAN UNION COUNTRIES: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with DLA PROCLTR 01-15.
