Description

The Department of Homeland Security, Office of Procurement Operations amends this pre-solicitation notice as follows: Eligible Offerors: Private firms are invited to submit proposals but are prohibited from entering into subcontracts or teaming arrangements with National/Government laboratories or Federally Funded Research and Development Centers (FFRDCs). National/Government laboratories and FFRDCs may not propose directly as prime contractors or as subcontractors or teaming partners to prime contractors. Foreign participants are also prohibited from participating in this solicitation as prime contractors, subcontractors or in teaming arrangements. Government-Furnished Property: Prospective offerors are advised that the Government does not plan to provide Government Furnished Property (GFP) to awardees. If a final solicitation is issued, this information will be included in the final solicitation for the BioWatch Gen-3 requirement. The anticipated solicitation issuance date is April 30, 2009. The Department of Homeland Security makes no representation that a final solicitation will be issued or that a contract award will result from the solicitation (when issued).
