- RATIONALE FOR A CONTRACT ACTION THAT IS NOT BOTH, FIXED-PRICE AND COMPETITIVE AS REQUIRED BY FAR SUBPART 5.7 - PUBLICIZING REQUIREMENTS UNDER THE AMERICAN RECOVERY AND REINSVESTMENT ACT OF 2009. Type of Contract Action: SBA 8(a) non competitive contract modification identified in FPDS-NG as HUDCCHI00848, M0004. This modification was issued on April 13, 2009 for a firm fixed price of $64,506. The description of the contract is for HUD USER and Regulatory Barriers Website Operations to exercise option-to-extend, a clause already in the contract for 4 months and to add Task 4 - Mapping System for the Neighborhood Stabilization Program Competition. Sage Computing, Inc. will install a mapping system on the existing HUD USER web server and provide maintenance and support for a new mapping system for four months after installation. Sage will provide the necessary hardware, software, programming and verification services to add the mapping functionality. This work is within the scope of the contract. The HUD Policy Development and Research (PD&R) Branch had an immediate need for these services in regards to the American Recovery and Reinvestment Act of 2009 (Recovery Act) and requested the assistance of the HUD Chief Procurement Officer (OCPO). The request was to quickly add a new task so the current HUDUSER and Regulatory Barriers Website Operations contractor (Sage Computing, Inc.) to support the Recovery Act programs requiring a competition in the Neighborhood Stabilization Program (NSP).
