http://www.desc.dla.mil and http://www.fedbizzops.gov/DESCRIPTION: Solicitation SP0600-09-R-0208-0001 is being issued as a combined synopsis/solicitation for an estimated quantity of 423,248 gallons of commercial aviation jet fuel,Jet A1 (JA1), for delivery to Camp Simba, (Manda Bay) Kenya. Specification is in accordance with Clause C.16.09 or an acceptable local equivalent. The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. The period of performance is one year with the Ordering period from Date of Award through July 31, 2010 on an FOB Destination basis. After award, the contract price will escalate / de-escalate in accordance with Clause B19.19 Economic Price Adjustment (PC&S) (DESC APR 2006) as stated in the reference package. The proposed reference is Platts Oilgram Price Report, Arab Gulf, Jet Kerosene, dated April 1, 2009 at $1.224167. Elements that should be included in the offer are as follows: price and any exception to the terms and conditions. All taxes except FET should be included in the offered price but Offeror must annotate which taxes the price includes. This Request for Proposal constitutes the only solicitation; a follow-on written solicitation, SP0600-09-R-0208-0001 will be issued. Solicitation SP0600-09-R-0208 is incorporated by reference. The NAICS code is 424720 and the small business size is standard 500. DESC reserves the right to make contract award based on the initial offer submitted. This will be a Tank Truck delivery mode, w/ fuel pump into an aircraft and/or 1/11,000g tanker truck. Truck should have dual single point refueling (SPR) panel with a universal fitting as well as a nozzle for over the wing. Trucks need filter separator and recirculation ability. Require 11,000gls of JA1 in tank truck staged at the Airfield in Manda Bay. Require drivers/operators availability on call 24/7 to drive truck(s) to the aircraft and operate the pumps outside the regular duty hours which may arise periodically.
