- Description
- The U.S. Coast Guard Maintenance and Logistics Command Atlantic and the United States Coast Guard Academy, Admissions Division, in New London, Connecticut require the services of a higher education marketing and communications firm experienced in student recruitment, web development, admissions processes, marketing recruitment and sales training, image branding advertising. The firm should have an established record of success with selective colleges and universities and bring a wide range of experience with “Best practices” in the student recruitment field. Creativity, innovation and responsiveness are important attributes this firm should embrace. The firm should be willing to subcontract job orders outside its traditional area of expertise to firms or individuals with the necessary skill and experience. Consultation services should be readily available through the period of the contract. An Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation with commercial provisions in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items will be issued for a base and four option years on or about 15 April 2009. The scope of the acquisition is for the Contractor to provide all necessary labor, materials, services, equipment, supplies, and such other things as are necessary to perform Higher Education Marketing and Communications Services in accordance with the solicitation and the statement of work. Submission of a PowerPoint Presentation for Oral Presentation if required/necessary will be required for submission with proposal. Price, Technical, and Past Performance will be considered in the award of this contract. The intended type of contract will be an Indefinite Delivery/Indefinite Quantity Type Contract with Firm Fixed Prices. Anticipated award date is 24 June 2009. This is a 100% set-aside small business acquisition. The North American Industry Classification System (NAICS) is 541613 and Small Business Size Standard is 7.0 million. INTERESTED PARTIES ARE NOTIFIED THAT THIS SOLICITATION WILL BE AVAILABLE EXCLUSIVELY THROUGH THE INTERNET ON OR ABOUT 15 April 2009 and is anticipated to close on 29 April 2009. Once the solicitation is issued offerors may submit questions, using the format provided in the solicitation, electronically to wendy.j.culbreth@uscg.mil for the first ten(10) days after the solicitation is made available. If the solicitation is issued 15 April 2009 questions shall be received not later than the close of business 25 April 2009. Additionally, offerors will be responsible for insuring the past performance references, provided in their quote, complete and submit the Past Performance Questionnaire, Attachment II of the solicitation, to the Contract Specialist, Wendy Culbreth, at wendy.j.culbreth@uscg.mil prior to the due date of the RFQ which is currently set for 29 April 2009. The Request for Quote (RFQ), attachments and all amendments will be published for viewing and printing at http://www.fbo.gov. IT IS THE OFFERORS RESPONSIBILITY TO PERIODICALLY CHECK THE WEB SITE FOR AMENDEMENTS TO THE REQUEST FOR QUOTE. No paper copies of the solicitation or the amendments will be issued.
