Description
Program Management, Aviation (PMA) 273, Naval Undergraduate Flight Training Systems, is sponsoring an unclassified Contractor Logistics Support (CLS) Industry Day on 12-13 May 2009. The 12 May portion will be held at Naval Air Station Patuxent River, Frank Knox Building 2189, Room 100, 21866 Cedar Point Road, Patuxent River, MD 20670. The 13 May session will be at Patuxent River, Naval Air Station, Building 442, 2nd floor conference room. From 10:00 A.M to 12:00 P.M on 12 May, PMA273 will provide overviews of its programs and associated, long-term sustainment strategies. From 1:00 P.M. to 4:00 P.M. and from 8:00 A.M. to 4:00 P.M. on 13 May, Industry is invited to set up one-on-one sessions with the Program team. Each session will be scheduled for two hours. Attendance for the one-on-one sessions is limited to three per company. This is a no fee event and seating is limited. The PMA is developing long-term sustainment strategies for future support contracts. For that reason, the Program Office is seeking Industry expertise and input on operations and support strategies for its platforms and associated training systems that include: Joint Primary Aircraft Training System (JPATS), TC-12, T34, T-39, T-44, T-45 and TH-57. Respondents are asked to address best practices, lessons learned and optimum long term support strategies that leverage off of existing programs. Specific experience on effective requirements articulation, performance metrics, cost reduction incentives and contract strategies will be welcomed. Support initiatives should be based upon a maintenance support strategy that encompasses commercial and Navy maintenance at the Organizational (O), Intermediate (I) and Depot (D) levels. Contractors should consider total maintenance, logistics and technical support for each platform and all associated efforts necessary to meet daily flight schedules. Respondents should be prepared to address the critical challenges the programs face today and in the future, such as obsolescence, aging aircraft, fatigue life management and divestiture planning. PMA273 is looking to maximize Department of Defense (DoD) procurement processes with emphasis on contracting strategies that best support the War Fighter while remaining flexible enough to meet emergent requirements in a timely manner. A detailed agenda that includes specific questions and administrative details (POCs, directions, etc.) will be posted to the Naval Air Systems Command (NAVAIR) open solicitation website at the following URL: http://www.navair.navy.mil/doing_business/open_solicitations/index.cfm. This information will be available on or about 20 April 2009. Interested parties are encouraged to monitor this website for updated information. THIS IS NOT A REQUEST FOR PROPOSAL. The Government is not obligated to and will not pay for any information received from potential sources as a result of this posting. The Government will not reimburse the attendees for any cost associated with participation or attending the Industry Day, and is under no obligation to award any related contract associated with this event. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research.
