Description
The Specialty Center Acquisition NAVFAC (SCAN) office in Port Hueneme, CA intends to award up to five, indefinite-quantity, indefinite-delivery (IDIQ), fixed-price multiple award contracts for the purchase of competitively priced renewable electrical power through power purchase agreements at Naval and Marine Corps installations in the NAVFAC Southwest AOR. The contracts will be awarded using a best value competitive source selection process. Successful contract awardees will be given a fair opportunity to compete on all task orders. There will be no pre-established firm-fixed contract prices. The actual work to be performed will be described in written task orders to be issued as needed by the Contracting Officer. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Responses to this notice are not considere! d offers and will not be accepted by the Government to form a binding contract. The Government seeks to acquire competitively priced electric power generated from renewable power systems that are constructed, owned, operated, maintained and repaired by the successful offeror(s) on Government property located within the installation boundaries. The Government is not seeking to purchase or retain any Renewable Energy Credits (REC's) or ownership of the power plant at the end of the contract term. The solicitation will be posted on the Federal Business Opportunities website, www.fbo.gov, within the next month. The North American Industry code Standard is 221119 and the annual size standard is 4 million megawatt hours. This requirement will be solicited on an unrestricted basis. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract ordering period will be for a base year plus four option years. Task Orders issued under the contract are contemplated to be for a period of up to 30 years pursuant to the statutory authority of 10 United States Code (USC) 2922a, the Federal Acquisition Regulation (FAR), and its supplements. The RFP will be posted on the website on or about 4/30/09. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AND ALL AMMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register on the NECO website. Plan holders lists will not be faxed and will be available only at the internet website address listed above. Request for Proposal number is N62583-09-R-0085. For questions please contact the POC listed below. The Government intends to award three sample tasks simultaneously for power purchase agreements in conjunction with the award of the IDIQ contract. Sample task sites are: Naval Air Weapons Center China ! Lake CA, Marine Corps Logistics Base Barstow CA, and Marine Corps Air Ground Combat Center, Twenty-nine Palms CA. Detailed information for each sample task will be provided in the solicitation. An industry day will be held in conjunction with site visits for the sample task.
