- RESOURCE EFFICIENCY MANAGERS (REM) ALL NAVYSOURCES SOUGHT ANNOUNCEMENT SOURCES SOUGHT: THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO OBTAIN QUALIFICATION STATEMENTS FROM INTERESTED 8(A) JOINT VENTURERS (MENTOR PROTG FIRMS), HUBZONES, SMALL SERVICE DISABLED VETERAN OWNED BUSINESSES, AND OTHER SMALL BUSINESSES FOR PERFORMING THE WORK DESCRIBED IN THIS ANNOUNCEMENT. The Naval Facilities Engineering Command, Specialty Center Acquisitions, NAVFAC (SCAN), is seeking qualified 8(a) Joint Venture (Mentor Protg), HUBZONE, Service Disabled Veteran Owned, and Other Small Business sources with current, relevant experience and the capacity/capability to perform Resource Efficiency Manager (REM) services. The goal of the contract is for REMs to manage and reduce energy and water consumption at Navy and Marine Corps installations worldwide. The contractor shall incorporate the following goals in providing REM services to the installation: (1) generate a return on investment (ROI) in verifiable utility savings, energy project grants, avoided costs, and other incentive payments; (2) reduce energy, solid waste, water, and sewer consumption; (3) establish energy and resource conservation programs through awareness campaigns and training; (4) help establish the REM as a resource for occupants, building monitors, and support staff; (5) develop and review the economic and technical feasibility of energy conservation projects; (6) provide project management and coordination for energy conservation projects, including Utility Energy Service Contracts (UESC) and Energy Savings Performance Contracts (ESPC); (7) Assist with reporting and verifying the accuracy of consumption data; (8) preparation of reports, case studies, awards, and other program documentation. The Naval Facilities Engineering Service Center (NAVFAC-ESC), in Port Hueneme, CA, will manage the REM program. The Navy requires a worldwide omnibus, Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for REM Services. NAICS Code 541330 applies with a $27M size standard. The proposed contract is for a base year and four (4) one year option periods, with total effort funded estimated at $34M. Interested small businesses in the categories described above are requested to submit a brief, written statement outlining relevant experience and capabilities. The capability statement shall not exceed five pages and consist of recent, relevant past performance information in providing the type of services described above as a prime or subcontractor. Please include current points of contact for verification purposes, contract number, dollar value, period of performance, contracting agency and a brief description of the contract scope of work. Also, identify whether you are on a current GSA schedule or a SeaportE contract holder. Submit the requested information on or before April 29, 2009 emailed to: Cecilia.marquez@navy.mil. Since this is a sources-sought announcement for acquisition planning purposes only, the Government will not rank submittals, and no evaluation letters will be issued. Include answers to following questions in capability statement: 1.What is the name of your business? 2.What is your business address? 3.Can you provide a point of contact for this statement? 4.Is your business a qualified 8(a) Joint Venture (Mentor Protg), HUBZONE, Service Disabled Veteran Owned, or Other Small Business? 5.Experience: Has your business ever provided REM or similar services at DOD facilities or for private industry? Does your business have experience with energy project processes like Energy Conservation Investment Program (ECIP), Energy Savings Performance Contracts (ESPC), or Utility Energy Service Contracts (UESC)? Please provide a list of references. 6.Capacity: Does your business have the capability to provide all personnel, tools, equipment, transportation, and supervision needed to perform REM services? 7.Location: Does your business have the ability to work in a) only a specific region; b) throughout the entire United States and US territories; c) Navy and Marine Corps installations worldwide? 8.Personnel Qualifications: Does your business have personnel with relevant experience and technical certification or degrees? Does your business have any Certified Energy Managers (CEM) on staff? 9.Quality Control: Does your business have experience in providing and maintaining an effective quality control program for personnel and services provided?
